Center, Norfolk, Detachment Washington intends to negotiate a sole
source contract with Digi-Trax to procure an automated blood product
labeling system (ABPLS). The ABPLS is a microcomputer, thermal printed
based ''print-on-demand'' automated turnkey blood labeling system that
is fully operational. The ABPLS shall produce bar coded, eye readable
full face blood product labels, donor identification set labels and
donor identification cards in compliance with the new Food and Drug
Administration (FDA) required International Society for Blood
Transfusion (ISBT) 128 format. The ISBT standardizes blood bank labels,
bags, instruments, and practices throughout the world. The new FDA
format (15 alpha-numeric donor identifcation numbers which are
facility/country and year specific, and use of bar code 128) will be
required for all blood product manufacturing facilities by 1997 in the
United States and by 1996 for the European sites. Procurement and
installation must be a complete turnkey system and fully operational
and to include: hardware, software, installation, and training. A
Justification and Approval for only one responsible source has been
prepared and approved. A solicitation will not be issued. See Note 22.
