INCLUDE OPERATIONS AND MAINTENANCE SERVICE FOR OTIS ANGB MA 02452 POC

Contracting Officer (405)734-9759. The 38 Logistics Squadron/LGCX
intends to procure on a sole source lease a telecommunication cable
plant and associated services to include operation and maintenance for
Otis ANGB, MA. The intended contractor is AT&T Federal Systems. AT&T
Federal Systems shall provide all the following services at the
location listed above: (1) Operation and maintenance of all equipment
and assets used to facilitate the transmission of telecommunications
information from building terminal to building terminal within the
campus environment of the base listed above, and (2) Provide new cable
additions as necessary. The equipment that makes up the required
outside cable plant facilities includes all of the embedded, buried and
aerial cable, and/or fiber optic cable, the installed equipment needed
to maintain connectivity to that cable, and the existing terminals
installed in several locations on the base. The period of performance
shall be from 01 Oct 96 through 30 Sep 99, from the date of contract
award or until the existing cable plant is replaced under alternate
means. The primary place of performance will be at the site listed
above. This acquisition is conducted under a specific agency delegation
of GSA's exclusive procurement authority for Federal Information
Processing (FIP) resources. This sole source acquisition is justified
under 10 U.S.C. 2304 (c) (1). It has been determined the required
services are available only from the original source, AT&T Federal
Systems, as this is a follow-on contract for the continued provision of
these highly specialized services and it is likely that award to any
other source would result in a substantial duplication of cost to the
Government that is not expected to be recovered through competition.
The incumbent vendor owns the cable currently installed, requires no
additional start-up cost, is familiar with the needs of the Air Force
and has trained, qualified technicians available to perform the
required services. The Government intends to issue a Communication
Service Authorization (CSA) at this site. The Communications Office
