Officer, 202-927-0423. The U.S. Customs Service intends to negotiate on
a non-competitive basis (RFP No. CS-97-005) a labor-hour type contract
with Computer Assocaites International Inc., Reston, Virginia to
acquire data base administration, management and software support
services on an interim basis for a period of performance up to 6 months
(3 months base period and 3 one-month option periods) until a
competitive follow-on contract (CS-96-014) is awarded. The authority
for this acquisition will be 41 U.S.C. 253(c)(1) as implemented by the
Federal Acquisition Regulation 6.302-1. It has been determined that
Computer Associates is uniquely qualified to perform the data base
services at the anticipated award date of October 1, 1996 without a
transition period and without a severe disruption to the Customs Data
Center. This is due to Computer Associates in-depth knowledge,
expertise and familiarity with Customs data base management systems
which was gained from providing these services to Customs since 1991.
If another vendor was selected to perform this interim contract, it is
anticipated that Customs would experience an unacceptable delay, incur
substantial duplication of costs, and result in severe degradation of
