Matsumoto, Contract Specialist, (808) 474-4516 Notice of intent to excecute a Basic Ordering Agreement (BOA) with Hawaiian Electric Company (HECO) establishing terms and conditions applicable to future orders between the parties, for utility demand-side management (DSM) energy conservation projects (ECP) for Department of Defense installations on the island of Oahu, Hawaii. The work will include utility system modifications and facility energy-efficiency improvements to achieve reduction of energy consumption. Issuance of the BOA facilitates placement of fixed price task orders with HECO, incorporating incentives available through the utility company. HECO will provide financial incentives for installation of approved energy efficient equipment and financing of the net cost of the conservation measures. To be negotiated with HECO in accordance with Public Laws 10 U.S.C.2304(c)(5) and 10 U.S.C. 2865.
