Skamania Counties, Washington. This solicitation consists of 8
reconstruction sites involving grading, drainage, base and paving.
Project includes: construction survey & staking; contractor sampling &
testing; 1,500 tons minor asphalt concrete; 4 acres clearing &
grubbing; 1,500 tons untreated aggregate courses (Government supplied);
500 lnft 24'' to 36'' culvert; 1,000 lnft silt fence; 30,000 cuyd
excavation; 10,000 cuyd select borrow (Government supplied); 2,000 sqft
alternate retaining walls; 1,500 cuyd riprap; 600 hours flagging; 8,000
lnft permanent pavement markings; 50 slry units seeding; and 50 slry
units mulching. Project is located approximately 15 miles south of
Randle, Washington in the Gifford Pinchot National Forest. Work shall
be completed by June 15, 1997. Estimated price range is between
$500,000 and $1,000,000. NOTE: This solicitation will be on a short ad

synopsis.----The following applies only to Minority, Women-Owned and
Disadvantaged Business Enterprises: The Department of Transportation
(DOT), Office of Small and Disadvantaged Business Utilization (OSDBU),
has programs to assist minority, women-owned and disadvantaged
business enterprises to acquire short-term working capital and bonding
assistance for transportation-related contracts. This is applicable to
any eligible prime or subcontract at any tier. The DOT Bonding
Assistance Program enables firms to apply for bid, performance and
payment bonds up to $1.0 million per contract. The DOT provides an 80%
guaranty on the bond amount to a surety against losses. Loans are also
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
