The contractor shall pick up all commingled recyclables from post housing (approximately 2,000 homes) and the post working area of approximately 400 sites and transport off post for separation and packing for sales. There are sufficient dumpsters for handling recyclables. The contractor, on a semiannual basis, circulate 4,000 copies of fliers to educate the residents and office personnel on recyclable and non-recyclable. Of 4000 copies, 100 copies each of German, Korean and Spanish languages should be printed. The contractor has an option to transport back any residues to Fort Irwin for disposal in the post landfill or utilize a local landfill at the time tipping fees whichever are most cost effective. The estimated revenue to the Government is expected to be $50,000 to $100,000 a year. The contract will contain base year plus four option years. The government plans to issue a solicitation on or about 21 August 1996 to close on or about 20 September 1996 to obtain firm fixed price contract.
