58 -- SOURCES SOUGHT TO ACQUIRE EHF LDR/MDR SATCOM SYSTEMS FOR OPERATIONS SHIPBOARD AND AT SHORE STATIONS WORLDWIDE POC Ed Wallace, 02-33, 703-602-1090. Synopsis No. 63. The Space and Naval Warfare Systems Command (SPAWAR) seeks sources for and is planning to acquire EHF LDR/MDR SATCOM systems for operations shipboard and at shore stations worldwide. These systems will complete the installation requirements for EHF SATCOM not fulfilled by the systems currently under contract. These new systems must provide all the functionality of the existing systems, to include planned improvements and interfaces. Under the intended competitive cost plus award fee contract, the potential exists for two developers to provide a model that will be tested for continuation to the production phase, which will have firm fixed price options. If selected to the production phase, the contract is planned to provide 115 systems to be procured over five years. Draft pre-solicitation technical information (specification, statement of work, contract data deliverable requirements, contract line items) should be posted to the SPAWAR BBS commencing on or about 15 August 1996. --Closing date: Written comment will be required by 16 September 1996, provided that there is no delay to the posting of the draft technical information to the SPAWAR BBS. Additional information will be made available via a Government reading room. Further details, when firm, on the reading room will be placed on the SPAWAR BBS. SPAWAR expects to issue the formal RFP in April 1997, with proposals due 30 days after RFP release. Contract award to two recipients, is targeted for the quarter ending 31 December 1997. First deliveries of systems from both contracts are desired within ten months of award to begin the testing for downselection to one contractor. After proper testing and evaluation, the second phase (production phase) will be awarded to one contractor, and production units will be desired within 18 months of award of that phase. Since Small Business (SB), Small Disadvantaged Business (SDB), and 8(a) firms are a major concern of SPAWAR, all respondents should indicate their status as a SB, SDB, or 8(a), or the extent to which they could include SB/SDB or 8(a) as a significant part of a resultant procurement. The Standard Industrial Classification (SIC) Code is 3669. Potential offerors must possess a SECRET facility clearance at time of award. U. S. Companies Only (NOFORN). SPAWAR intends to use its electronic bulletin board system (BBS) for pre-solicitation information and for the issuance of any resultant request for proposals (RFP). Interested firms may download information concerning the EHF LDR/MDR SATCOM systems from the SPAWAR Bulletin Board commencing on or about 15 August 1996. The SPAWAR electronic bulletin board may be accessed from personal computers (PC) or Macintosh (MAC) computers by calling (703)602-9494. The Bulletin Board operates at 14,400 baud with a setting of 8:N:1. The file will be compressed by a shareware program, PKZ204G.EXE The compressed file will be on the Draft File Library, in MS Word 6.0 format. To download this file, the prospective offeror will need, at a minimum, a PC or a MAC with modem support software that supports VT100 or ANSI standard, a modem that operates between 300 bps - 14.4k bps and a minimum of 1.5 Mb free disk space. All offerors are encouraged to provide answers to an optional questionnaire concerning electronic contracting. The bulletin board will be available 24 hours a day, seven days a week. However, as demand of the bulletin board may be heavy at times, it may be necessary to call repeatedly or during non-business hours. Offerors who would like a copy of the EHF LDR/MDR SATCOM system information and do not have access to a modem may bring a high density, 3.5 inch disk to the Contractor Liaison Branch, Space and Naval Warfare Systems Command, 2451 Crystal Drive, Arlington, VA 22245-5200, Room 201, between the hours of 7:00 a.m. and 3:00 p.m. Mon-Fri. Interested firms are invited to submit their responses to the sources sought in writing to the Space and Naval Warfare Systems Command, Attn.: Ed Wallace, Code 02-33W, 2451 Crystal Drive, Arlington, VA 22245-5200 by 13 September 1996. Respondents should submit two (2) copies of brochures, drawings, and other substantive information demonstrating the contractor's ability to fulfill the aforementioned requirements. In addition, responses should include the following information on the system or model: a brief system overview, a functional diagram, estimated production lead time in weeks after receipt of order, just-in-time sparing philosophy and samples of warranty approach. Please do not upload comments to the SPAWAR bulletin board. Proprietary data submitted in response to this synopsis will be protected when clearly identified as such.
