Febach (301) 975-6326 The National Institute of Standards and
Technology (NIST) intends to buy a basic, universal, infrared focal
plane array (IRFPA) control system capable of supporting most available
two-output IRFPA's as a multi-channel spectral analyzer. The basic
system shall be upgradeable to support four-output IRFPA's. NIST shall
require the contractor to integrate the control system with a
NIST-provided IRFPA. The contractor shall also provide a LN2 pour-fill
dewar compatible with the basic control and the NIST-provided IRFPA.
NIST shall provide the IRFPA no later than one year after order of the
control system. The basic control system shall possess the following
capabilities and salient characteristics: generate all necessary clocks
and biases for operation of up to 800H x 600V single color IRFPA's;
provide for high sensitivity, precise digitization of the IRFPA output;
provide for post-digitization processing of the video stream; includes
an IBM-PC compatible control computer and all necessary software for
set-up and operation of the IRFPA's as a multi-channel spectral
analyzer at the focal plane of an IR spectrometer; provides at least
four bias supplies, expandable to at least 16; provides at least six
IRFPA clocks, expandable to 24; be compatible with both snap-shot and
sequential read-out arrays; supports at least two IRFPA ouputs at a
minimum of 2MHz digitization rate with 12-bit resolution and no more
than 275 micro-V rms control-system-input referred noise when
digitizing a 5 V full scale input range; expand to at least four IRFPA
outputs at a minimum combined video processing rate of 7.5 Mpixel/sec;
provides for adjustable analog offset and gain for each IRFPA output
prior to digitization; provides for real-time, two-point,
pixel-by-pixel correction with 16-bit accuracy based on 16-bit
correction factors; provide a 16-bit frame grabber/general purpose
image processor for additional processing and display; the set-up and
control system shall be capable of reporting two ''tracks'' of spectral
information and their ratio from an array at a minimum of 20 Hz; the
control system shall carry a one-year full unlimited warranty. The
basic system shall be compatible with the following IRFPA's: Amber
AE159, AE166, and AE 173, Santa Barbara Research Center 256x256 VISMIR,
Santa Barbara Focal Plane SBF105, SBF113, SBF120, and SBF 121. The LN2
pour-fill dewar shall be compatible with the preceding arrays and the
Litton M2135-256. The LN2 pour-fill dewar shall possess the following
capabilities and salient characteristics: maintain a IRFPA at (79K;
provide all necessary electrical connections for operation of an array
at greater than or equal to five MHZ output rates; have a cool-down
time from room temperature to (79 K of (one hour; have a replaceable,
wedged non-birefringent window transparent over the range: 0.63-10.0
micrometers, AR coated for )95% transmission over the range 2.5-5.5
micrometers; contain a cold filter assembly with a minimum of five
positions; limit the field-of-view of the detector to warm surfaces to
f/5.4; have a hold time with no thermal load from the array of )15
hours. NIST holds the option to purchase the following item: upgrade of
the basic, universal control system to be compatible with four output
IRFPA's requiring 10 clocks and integration of the upgraded control
system and dewar with a Litton M2135-256 IRFPA. For the complete

optional item is one each. FOB destination. NIST requires delivery of
a fully integrated system, including a NIST-provided IRFPA, within 45
calendar days from delivery of the NIST-provided equipment or within 60
days calendar days after exercise of the option, or within 90 calendar
days after contract award, whichever is later, to: National Institute
of Standards and Technology, Bldg 301, Receiving Room, Gaithersburg,
MD 20899. The proposed contract is 100% set aside for small-business
concerns. The applicable SIC code is 3826 with a size standard of 500
employees. This is a combined synopsis and solicitation for a
commercial item prepared in accordance with the format in FAR 12.6, as
supplemented with additional information included in this notice. This
notice constitutes the only solicitation; NIST requests proposals but
shall not issue a written request. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 39. All reponsible small businesses may propose.
The following FAR provisions and addenda apply: 52.212-1, Instsructions
to Offerors--Commercial; FAR 52.215-16 (Alt II), Contract Award; NIST
shall use the following evaluation criteria to evaluate offers: A.
technical capability--complete conformance of proposed products to
NIST's requirements as demonstrated by existing product literature; B.
past performance--as demonstrated by the names, phones, addresses, and
e-mail of a customer for at least one contractor-provided IRFPA control
system of comparable performance, installed in the United States in the
past two years: C. Price--reasoanbleness. Technical capability and past
performance, taken as a whole, are significantly more important than
price. Offerors shall include a completed copy of the provision at
52.212-3, Offeror Representations and Certifications--Commerical Items,
with their offer. 52.212-4, Contract Terms and Conditions--Commercial
Items, applies to this acquisition. 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive Orders, plus the
