Contracting Ofiicer, Bonnie J. Fitch. The Air Force Development Test
Center (AFDTC) intends to solicit competitively under Federal
Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items,
for 24 batteries for a Generic Flight Termination System (GFTS) to be
used by munitions test programs. Minimum specifications for the
batteries include both functional and environmental requirements. The
unit shall comply with all Flight Termination Battery requirements as
defined in the Range Commanders Council document Flight Termination
System Battery Guidelines, Document 318-89. The unit's shall have a
minimum output voltage of 24 volts and a maximum output voltage of 35
volts. The unit shall have a minimum lifetime of 15 minutes while
providing at least .5 amperes of steady-state current and also during
this lifetime the batteries must be capable of providing at least 4 10
amp pulses each having a 5 second duration, two of which, must be
provided at the end of the batteries 15 minute life cycle. The
batteries must have no greater than a 2 second rise time to a 24 volt
level after receiving an activation signal. The activation mechanism
must comply with all specifications in MIL-STD-1512. The units must
have a visible activation indicator and an electronic activation
indicator. The unit shall not consume greater than 19 cubic inches. Due
to the project's abbreviated time frame, the batteries sought shall
have undergone and passed a number of environmental qualification tests
verifying proper operation under the following conditions: humidity,
explosive atmosphere, dust/fine sand, EMI/EMC, salt, fog, fluid
contamination and fungus. Additionally, the unit must have undergone
and passed testing in the areas of vibration, shock, temperature,
acceleration, pressure, acoustic noise, and explosive atmosphere
commensurate with acceptance levels established during Phase I of the
Generic Flight Termination System effort. These levels will be made
available upon request. Delivery is required by April 1997. Technical
