Contracting Officer, Bonnie J. Fitch. The Air Force Development Test
Center (AFDTC) intends to solicit competitively under Federal
Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items,
for six (6) receivers for a Generic Flight Termination System (GFTS)
to be used by munitions test programs. Minimum specifications for the
controller include both functional and environmental requirements. The
unit shall comply with all Flight Termination Receiver/Decoder
requirements as defined in the Range Commanders Council document
Design, Performance, and Test Standards for Flight Termination
Receivers/Decoders, IRIG Standard 313-94. The unit's control logic
shall consume no more than 225 milliamps of current during any phase of
operation and consume a volume no grater than 7.5 cubic inches. Due to
the project's abbreviated time frame, the receiver sought shall have
undergone and passed a number of environmental qualification tests
verifying proper operation under the following conditions: humidity,
explosive atmosphere, dust/fine sand, EMI/EMC, salt, fog, fluid
contamination and fungus. Additionally, the unit must have undergone
and passed testing in the areas of vibration, shock, temperature,
acceleration, pressure, acoustic noise, and explosive atmosphere
commensurate with acceptance levels established during Phase I of the
Generic Flight Termination System effort. These levels will be made
available upon request. Delivery is required by April 1997. Technical
