Pine Bluff Arsenal (PBA) is seeking sources capable of providing terephthalic acid (TA) in support of the manufacture of smoke devices at PBA. The required TA shall be polymer grade material with a purity of no less than 99.2 percent by weight when tested for specific impurities and finding the assay by difference. The TA salient characteristics (impurity/requirement) are as follows: p-Toluic acid (ppm)/200 max; 4-carboxybenzadehyde (ppm)/25 max; Ash (ppm)/15 max; Acid number (mg KOH/g)/675 plus or minus 2; Alpha color (5% DMF Sol.)/10 max; Metals (ppm) - Fe, Al, Ca, K, Na, each (ppm)2 max; Co, Cr, Mo, Ni, Ti, each (ppm)/1 max; Total heavy metals (ppm)/10 max, Ash (ppm)/15 max. The TA shall have the physical propertities (Characteristic/Requirement) as follows: Moisture (max Wt %/0.5 Bulk Density, (g/ml) nominal/0.85; Particle size, percent by weight passing: No. 14 sieve (min) /100; No. 2 sieve (min) /98; No. 70 sieve (nominal) /85; No. 100 sieve (nominal) /75f; No. 200 sieve (nominal) /30; No. 325 sieve (max) /25. The contractor shall certify and maintain substantiating evidence that the product offered meets the salient characteristics as specified above constituting the purchase description and the product conforms to the producer's own product specifications, standards, and assurance practices. Pine Bluff Arsenal expects the TA to be packaged in either 55 pound bags, 55 gallon drums, or 2200 pound ''supersacks''. Other packaging methods are acceptable. Appropriate labeling required in accordance with current DOT regulations will be required. Material safety data sheet(s) on the product will be required accompany shipment. TA from Petrocel subsidery, Tereftalatos Mexicanos, has been shown to meet the above requirements and performs acceptably in the production of TA smoke composition. Initial minimum quantities of 4,000 pounds may be required for performance testing form possible sources that can supply TA other than from the above named source.
