69 -- AIRCREW TRAINING SYSTEMS AND AIRCRAFT MAINTENANCE TRAINING SYSTEMS SOL F33657-96-R-2067 POC Program Management, Maj W. Kyle Sneddon, (513) 255-2826, ext 481/Contracting Officer, Richard Stem, (513) 255-7414, ext 392. The Training Systems Product Group (TSPG) is continuing the acquisition planning for the purpose of competitively awarding multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for Aircrew and Aircraft Maintenance Training Systems (AAMTS) II for the United States Air Force and Foreign Military Sales. The objective of this contract strategy is to significantly shorten lead-time to meet user training requirements by reducing source selection time. It is our desire to ensure that small businesses will take part in the program. In support of the AAMTS II competition, the TSPG is surveying industry to determine which areas of work should be set aside for small businesses. The survey will be sent to all companies on the current bidders list, but will also be sent to and received from any company requesting a survey. The survey will contain a list of all work areas (with examples and descriptions) the TSPG expects to put on contract. We ask you to indicate which areas your company plans to bid upon. The product of this survey will be used to develop the acquisition strategy that will lead to the Request for Proposals (RFP). To ensure successful awards to small businesses it is critical that the TSPG select areas of work that many small contractors can perform and compete to win. A contractor may be competitive for an area of work if their past performance in that area shows a high likelihood that they will perform successfully in terms of cost, schedule and performance. There are several ways to receive a survey. The quickest way will be to access the electronic bulletin board at ''www.pixs.wpafb.af.mil/aamt.htm'' or ''129.48.120.143/aamt.htm'' and download the file ''survey.doc.'' Another way would be to fax us at ASC/YWP-Omnibus, Attention RFP F33657-96-R-2067, AAMTS II, (513) 476-4827 or mail to ASC/YWS, Attention RFP F33657-96-R-2067, AAMTS II, Bldg. 11, 2240 B St, Suite 7, Wright-Patterson AFB, OH 45433-7111. Surveys are due no later than the close of business, 30 August 1996. Inputs will be held in strict confidentiality, and will be accepted in any of the formats in which you received the survey, or answers can be e-mailed to ''sneddowk@asc-yw.wpafb.af.mil'' Direct all requests for solicitations and routine communication concerning this acquisition to Mr. Richard Stem, Contracting Officer at ASC/YWPD, Building 11 Suite 7, 2240 B Street, Wright-Patterson AFB, OH 45433-7111 at (513) 255-7414 ext. 392. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate concerns during the proposal development phase of this acquisition. Potential offerors should use established channels to request information, pose questions, and voice concerns before resorting to the use of the Ombudsman. Potential offerors are invited to contact ASC's Ombudsman, Mr. Daniel L. Kugel, ASC/SY, Bldg 52, 2475 K Street, Suite 1, Wright-Patterson AFB OH 45433-7642, E-mail: kugeldl@sy.wpafb.af.mil, Phone: (513) 255-3855 with serious concerns only.
