BROAD AGENCY ANNOUNCEMENT SOL HQ0006-96-R-0014 POC Mr. Robert F. Frey,
(703) 604-4313, CBD Reference Number BMDO 96-27. The Ballistic Missile
Defense Organization (BMDO) is soliciting proposals for its 1996
Far-Term Technology Needs Broad Agency Announcement (BAA), Request For
Proposal (RFP) number HQ0006-96- R-0014. Note: BMDO plans to issue
annual (FY) Far-Term Technology Needs BAAs. Therefore this announcement
is open continuously for one year from the date of this announcement.
Although BMDO will accept proposals throughout the year, BMDO only
guarantees assembly of one Evaluation Board whose schedule coincides
with the due dates as listed in this announcement. This Far-Term
Technology Needs BAA seeks to initiate advanced development programs
which will support Theater Missile Defense (TMD) and National Missile
Defense acquisition program requirements in approximately 5-10 years.
This time frame was chosen in order to give adequate time to develop
the technologies and mature them so they can be the basis of block
upgrades to systems currently in acquisition or new acquisition
programs. Desired advanced development programs should seek to counter
the ballistic missile threats which were presented during the July 9,
1996 Technology Needs Briefing to Industry (TNBI). Interested parties
may view the video proceedings for the TNBI on site at the BMDO
Technical Information Center (TIC). The video is classified SECRET. A
SECRET version of the briefing charts may be obtained through the TIC
as well as a reduced set of Unclassified briefing charts. The POC at

at (703) 412-2827 or facsimile (703) 412-2829. BMDO anticipates the
award of multiple cost sharing (50/50) contracts with the Government
share valued from $150,000 to $500,000. PROPOSALS: Offerors are
required to submit proposals in two parts for award: (1) White Papers
and (2) Formal Proposals. White Papers are limited to 5 pages and are
intended to minimize unnecessary effort in proposal preparation on the
part of an offeror whose proposed work may not be of interest to BMDO
under this BAA. BMDO plans to evaluate White Papers and respond to
offerors not more than 20 days after the BAA due date. Formal proposals
must provide the full detail required to make final award decisions.
ALL PROPOSALS must address a specific technical topic area and threat
category as presented at the TNBI. POINT OF CONTACT AND OBTAINING

3.104-2 implements Section 27 of the Office of Federal Procurement
Policy Act 941 U.S.C. 423)(OFPP Act) as amended by Section 814 of
Public Law 101-89 which became effective 1 December 1990. Commonly
referred to as ''Procurement Integrity,'' this act prohibits certain
activities by competing contractors and government procurement
officials during the conduct of a Federal Agency Procurement. In
accordance with FAR 3.104-4(c)(3), this procurement shall be deemed to
have begun upon the date of this announcement and shall end upon the
award of a contract incident to each proposal or the written rejection
of each specific proposal. SUBMITTING WHITE PAPERS: White papers must
be submitted in 3 copies and received by 1500 hours at BMDO on 29
August 1996. Classified submissions will NOT be accepted. White papers
are limited to a MAXIMUM of 5 single-spaced pages of technical
discussion. One additional page is permitted for use as the cover page
(or may be omitted if transmittal letter is used), but must contain
only information requested in Section A of this announcement (no
technical discussion). Attachments and extra pages for figures, tables,
etc. are NOT permitted. White papers must contain the following
elements IN THE ORDER SPECIFIED BELOW: A) cover page including the
following: BAA Number, technology topic area (Surveillance, Kinetic
Energy Weapons, Battle Management Command, Control, and Communication,
or Directed Energy Weapons), threat category (Maneuvering Target, Time
Critical, Penaided Target, Cruise Missile, Signature-Masked Target, or
Previously-Engaged Target), proposal title, technical and
administrative points of contact along with complete address,
telephone, and fax numbers. B) description of technical approach and
objectives to be achieved, C) technical response to evaluation criteria
as detailed below in this announcement, D) qualifications of key
personnel and relevant company experience, E) rough order of magnitude
(ROM) estimate of the total costs. SUBMITTING FORMAL PROPOSALS: Formal
proposals, if requested by BMDO, must be submitted in 3 copies.
Companies whose white papers are considered viable will be invited to
submit formal proposals so as to arrive at BMDO no later than 30 days
after notification by BMDO. Failure to provide a timely and complete
proposal may adversely affect an offerors chance of award. Classified
formal proposal submissions WILL BE accepted. Formal proposals are
limited to 25-pages EXCLUSIVE OF COST/PRICING DATA. Formal proposals
must include the information presented in the white papers, but greater
detail is expected (i.e. they will be evaluated as separate and
complete proposals). In addition to the information required in the
white papers, the following additional information is required in the
formal proposals and should appear in the following order: E) cost
breakdown, including SF 1411 and DD 1861(if applicable). Also include
the following: F)clear Statement of Work(SOW) citing specific tasks and
contractor requirements. An additional G) section may also be used if
there is other pertinent information such as proprietary claims, data
rights issues, use of government facilities, equipment (GFE), and/or
property (GFP). Use of separate volumes for cost data is acceptable,
but not required. Separately priced options will not be considered in
proposal evaluation. Subcontractor cost proposals (if applicable)
should be provided as an attachment to the prime's cost proposal.
EVALUATION CRITERIA: Evaluations will be conducted by technical
personnel expert in each topic area from BMDO and each of the Services.
Each white paper will be evaluated against the following criteria in
descending order of importance: (1) Quality of Technical Approach, (2)
Relevance to BMDO/Service Needs, (3) Related Experience, (4) Potential
for Payoff to BMDO Mission, (5) Uniqueness. Each formal proposal will
be evaluated against the same criteria as the white papers, but will
include a sixth and seventh criteria - Commercialism/Dual-Use Potential
and cost. Formal proposals will be selected for award by a Source
Selection Decision Authority after receiving formal recommendations
from the Source Selection Evaluation Team. Each proposal will be
evaluated on its own merit without regard to other proposals submitted
under this announcement. The merit of the formal proposals will also
be evaluated in relation to the value and realism of the costs
proposed, any GFE/GFP required, and availability of funds. CONTRACT
AWARD: BMDO anticipates making the first contract award in the first
quarter of FY 1997 though no minimum or maximum number of awards can be
guaranteed. Contract awards will be made utilizing a maximum government
Cost-Sharing arrangement of (50/50). BMDO anticipates the Government
share of individual contracts to range from $150,000 to a maximum of
$500,000, the contractor share may exceed $500,000. Periods of
performance can range up to 18 months. NOTE: The objective of this
procurement is to achieve specific technical objectives, not to provide
sustaining research funds for a funding period. Therefore, the period
proposed should be driven by how long a period of time is expected to
be necessary to achieve the technical objective. Bidders may propose
any combination of teaming or subcontracting arrangements. There are no
limits on the number of proposals which may be submitted from a given
company. Proposals requiring substantial performance by a Federally
Funded Research and Development Center (FFRDC) CANNOT be considered

BMDO reserves the right to select for award all, some, or none of the
proposals received in response to this announcement. TOPIC AREAS:
Proposals are solicited in one or any combination of the following
technology areas: (1) Surveillance: Surveillance entails detection of
a threat to be launched or already in flight and determining the
characteristics of the threat, its launch point and/or predicted impact
point, so defensive measures can be taken against the threat. The
technologies anticipated provide increased detection and tracking in
high clutter backgrounds, improved range and angle resolution, rapid
response tracking, target identification, discrimination, and kill
assessment. Both passive and active optical and microwave technologies
are open to consideration with distributed sensor resource management.
(2) Interceptors: These technology needs include interceptors against
threats which have short flight times, maneuvering threats, threats
which have high clutter backgrounds, low or masked signature threats.
In addition, improved seekers for target acquisition, imaging and
aimpoint selection, discrimination against closely spaced objects,
improved guidance, propulsion, structures, and electrical energy
sources are desired. Seekers of interest include both microwave with
conformal antennas and improved domes and passive and active optical
systems capable of imaging the threats and resolving aimpoints. (3)
Battle Management Command, Control, and Communications: These needs
include joint force threat evaluation and weapons assignments, high
speed secure communications, high speed processing, data fusion,
retargeting capability, adaptive real-time resource allocation
algorithms, and common, efficient operator consoles. Battle management
includes high volume threat evaluation in near real time, rapid
dissemination of force orders, rapid dissemination of unit engagements,
and distributed autonomous operation. (4) Directed Energy Weapons:
Follow-on technology needs address time critical engagements against
boosting targets, atmospheric characterization and compensation,
lightweight large optics, laser power, efficiency, and brightness
enhancements, beam control, critical component weight reduction and
manufacturing technologies, thermal control and emerging alternate beam
