submitted at any time during this period. Schedules and fiscal
constraints have dictated acceleration of the initial submission date
for Concept Papers to 26 August 1996. Typically, this organization
would ask that Concept Papers be submitted (initially) within 30
calendar days from release of a BAA. Follow-up announcements will be

Prospective offerors MUST request a copy of the Concept Paper
submission instructions and requirements. PROGRAM OBJECTIVES: The U.S.
Army Space Command (USARSPACE) in accordance with the objectives of
the Army Space Exploitation Demonstration Program (ASEDP) is seeking
Concept Papers/Proposals to fulfill USARSPACE's requirements for
scientific study, development, and experimentation which will permit
the exploitation of space related technologies, capabilities and/or
products to increase the combat effectiveness of the warfighter.
Evaluation of submissions under the BAA will be a two phased approach.
The Government intends to first evaluate Concept Papers (two pages of
a prescribed format) to preclude unwarranted effort on the part of an
offeror whose proposed technology/capability or product is not of
interest to the Government. Those Concept Papers found to be consistent
with the intent of this BAA and of interest to the Government will be
invited to submit a Technical and Cost Proposal (phase two). Such
invitation does not assure that the submitting organization will be
awarded a contract. Complete instructions for proposal preparation will
be forwarded with the invitation for proposal submission. The BAA
solicits innovative approaches to the following Topical Areas and
Specific Areas of Interest. Concept Papers are solicited for
technologies, capabilities or products ready for: soldier use in a
field environment within 12 months from date of submission of concept
paper/proposal; soldier use in a controlled field environment within 3
years from date of submission of concept paper/proposal; and/or study
of feasibility for a future demonstration. This BAA will support the
Army Space Command portion of ASEDP for the period of Aug 1996 through
May 1997. Contracts awarded hereunder will not exceed $500,000.00 (per
individual project). Offerors may submit Concept Papers in any or all
of the Technology Areas/Special Interest Areas, however, only one
Technology Areas/Special Interest Area may be addressed in each Concept
Paper. The Topical Areas/Specific Interest Areas for consideration
under this BAA are as follows: (1) Reconnaissance, Intelligence,
Surveillance & Target Acquisition / Automated Target
Recognition/battlefield visualization applications (Enhanced IPB); (2)
Communications / Robust Communications On-The-Move (including
antennas, and very small aperture terminals); (3) Early Warning &
Defense / Early Warning Early Warning via Satellite-Based Hand-held
Devices; and (4) Secondary Payloads / Use of Existing or Proposed
Satellite Constellations to Address Topic Areas Described Above by
Adding New Secondary Payloads or Exploiting Existing Payloads in an
Innovative Fashion. EVALUATION AND AWARD: Evaluation of concept papers
and proposals will be performed by a peer review board using the
following criteria. The evaluation criteria, shown by area and factors
within an area, are listed in descending order of importance by area
and factors within the area Concept Papers will be evaluated to
determine whether they are consistent with the intent of the BAA and
are of interest to the Government. Proposals submitted will be
evaluated as they are received. Individual proposal evaluations will be
based on merit against the evaluation criteria without regard to other
proposals submitted under this BAA. The cost of preparing proposals in
response to this announcement is not an allowable direct charge to any
resulting contract or any other contract, but may be an allowable
expense to the normal bid and proposal indirect cost in accordance with
FAR 31.205-18. BASIS FOR AWARD: The following critical elements will be
considered in the evaluation of Concept Papers/Proposals received under
this BAA. Offers will be selected depending upon the technical merit,
technology advancement/warfighting capability, application to
USARSPACE's programs, balanced accomplishment of USARSPACE missions,
and availability and source of funds. Not all highly rated proposals
will result in a contract award. The Government may elect not to award
a contract for every highly rated proposal for each Topical
Area/Specific Interest Area, not to award multiple contracts in a given
Topical Area/Specific Interest Area, may not to award a contract at all
in a given Topical Area/Specific Interest Area. EVALUATION CRITERIA:
TECHNICAL/MANAGEMENT AREA: (1) Technical Merit: The offer will be
evaluated on the relevance to the Topical Areas/Specific Interest Areas
and demonstration candidates listed herein; the overall technical
feasibility of the technology/capability/product proposed; feasibility
of conducting demonstrations (i.e., is the demonstration feasible
given the proposed demonstration environment, can USARSPACE influence
or control demonstration participants); connection/use of space
systems; and quality of the proposal provided to include quality of the
presentation, quality of the personnel/facilities proposed and quality
of recent, relevant past performance. (2) Technology
Advancement/Warfighting Capability: The offer will be evaluated on its
potential to increase combat effectiveness of a Army unit; and,
potential for exploiting a space related capability not likely to be
executed elsewhere in the Army. COST AREA: (1) Cost Benefit Factor: The
proposals will be evaluated to determine overall benefit to the
Government. Considerations include industry contribution and fiscal
feasibility. Fiscal feasibility includes the of ability to accomplish
project within fiscal constraints, and includes requirement for use of
other Government contractors to assist in the execution of proposed
effort, and use of Government Furnished
Equipment/Information/Facilities, etc.. The proposals will be evaluated
to determine the extent to which the overall cost to the government is
reasonable. (2) Cost Realism Factor: The proposals will be evaluated
for cost realism to assess the likelihood that the technical and
management approaches can be accomplished at the cost/price proposed.
Nongovernment Technical Sources (contractor personnel who provide
special expertise) may be used to support this process and evaluation
or Concept Papers and Proposals. These contractors are restricted by
the ''Organizational Conflict of Interest'' provisions of their
respective contracts and will be required to submit Nondisclosure
Statements. USARSPACE will maintain control of their findings and/or
recommendations. The Government intends to use ARINC Corporation and
Information, Technology and Applications Corporation (ITAC) as special
resources to assist as technical experts and in the administering the
evaluation of the Concept Papers and proposals. Employees of these
companies engaged for these purposes are restricted by their contracts
from disclosing the Concept Paper/Proposal information and from using
proposal information for other than performing administrative and/or
advisory tasks. Contractor personnel are required to sign
Organizational Conflict of Interest and Nondisclosure Agreements. By
submission of your Concept Paper/Proposal, you agree that your proposal
information may be disclosed to those selected contractors for the
limited purpose stated above. Any information submitted with your
proposal that you do not consent to limited release to these
contractors must be clearly marked and submitted segregated from other
proposal material. Cost-Plus-Fixed-Fee contracts are contemplated. For
purposes of this BAA, no single contract will be awarded in excess of
$500,000.00, to include the basic effort and any negotiated options.
Funds are not currently available. Funds must be identified and made
available prior to the award of any contract. The period of performance
should not exceed 12 months for the basic period and 12 months for any
negotiated options and shall include time for development, delivery,
field test, field demonstration and reporting required. The
presentation of Technical Areas/Specific Areas of Interest in this
announcement does not imply an intent by the Army to fund proposals in
every Area. The government reserves the right to select for award all,
some or none of the proposals received. This BAA will not fund
established technology base programs, programs currently being executed
by any other Army organization, or Army objective programs, but seeks
innovative approaches to addressing Army needs. Industry
contribution/cost-sharing is encouraged, but not required. All
responsible sources capable of satisfying the Government's needs may
submit a Concept Paper which will be considered by the
