SOLICITATION IS AVAILABLE AT THIS TIME. _ The Electronic Systems Center and the Materiel Systems Group is using an innovative, streamlined approach to select a contractor for the Program Management Support System (PMSS) acquisition. The PMSS consists of the PEOPLE (expertise), PROCESSES (program management methodology), and TOOLS (software applications/hardware) required to provide Contractor Logistics Support (CLS) in a logistics sustainment environment. These tasks encompass a full range of functions ranging from sophisticated analyses to basic graphics support. The PMSS acquisition will maintain the current program management support capability and provide the opportunity to establish support capabilities at new sites (may include installation of Government Furnished hardware and/or application software as well as program management support services). In addition, this acquisition will provide our customers the opportunity to evolve program management support capabilities by requesting studies/analyses, and providing the opportunity for customers to implement solutions based on the studies/analyses. PMSS will be a five-year, $220M effort encompassing Department of Defense (DOD) installations nationwide (see site listing at Attachment 2 of the Technical Requirements Document). An Organizational Conflict Of Interest (OCOI) clause will be incorporated in the resultant contract. Contract award is estimated for the second quarter Fiscal Year 1997. One objective of the PMSS acquisition strategy is to reduce proposal preparation costs for industry (early in the process) by identifying only those sources deemed ''best qualified'' for the PMSS acquisition and reduce Government resources required to evaluate a large number of offerors. The PMSS acquisition will consist of Qualification Screening and Source Selection. During Qualification Screening, the Government intends to review the qualifications and capabilities of interested sources in order to identify the ''best qualified'' firms. The source's expertise as a sub-contractor can be considered as meeting qualification criteria but should clearly show ''clarity of responsibility'' for the work performed as the subcontractor. If the source consists of a team, the source should include the teaming arrangement in the qualification package. Respondents shall indicate whether they are large, small, small-disadvantaged, woman-owned, and whether they are foreign or domestically owned and controlled. Qualification Screening requires interested sources to submit a qualification package that covers the areas described below. In addition to the review of the qualification packages, customer surveys will be performed and site visits, if required, will be conducted. Although all sources are eligible to participate in the Source Selection, Qualification Screening will allow interested sources the opportunity to more accurately assess their chances for selection as the PMSS contractor. Those sources determined to be ''best qualified'' will interact with the Government to formalize the Request For Proposal (RFP). Source Selection will be conducted under Full and Open competition procedures. During Source Selection, offerors will be required to present an oral proposal on their management approaches and technical capabilities. In addition, offerors will submit a cost proposal and Model Contract which includes a Transition Plan, Integrated Master Plan, and a Small and Small Disadvantaged Business Subcontracting Plan. The contract will be awarded to the offeror whose proposal presents the best value to the Government. The Government is seeking sources with significant experience relevant to a requirement of this scope and size. Therefore, interested sources shall submit a qualification package clearly describing their depth of experience and understanding of the PMSS requirements. Best qualified sources will be Best qualified determined by a review of the source's experience in the following areas: AREA 1: MANAGEMENT OF A MULTI-DISCIPLINARY TEAM (FOR THE PRIME ONLY) AREA 1: (FOR THE PRIME ONLY) _ Clearly describe the source's depth of experience as a prime in managing a multi-disciplinary team for an effort of this magnitude. PMSS functions include a wide range of activities (both management and technical) at numerous locations nationwide with multiple users at each site. Moreover, these activities take place in both business and industrial environments. AREA 2: PROGRAM OFFICE SUPPORT IN A BUSINESS/INDUSTRIAL ENVIRONMENT AREA 2: _ Clearly describe the source's depth of experience in direct performance of program/project management functions in support of large complex acquisition/development/maintenance programs. These functions encompass a full range form sophisticated analyses to basic graphics support. AREA 3: TECHNICAL SERVICES IN A BUSINESS/INDUSTRIAL ENVIRONMENT AREA 3 _ Clearly describe the source's depth of experience in performing system maintenance (including hardware/software modifications), configuration management. Technical services also include integration of Commercial-Off- The-Shelf (COTS) software/hardware using ''state of the industry'' technological upgrades to complex information systems/processes. Finally, the source should show experience in establishing networks and sustaining networks with multiple users (500+) that were geographically dispersed (at least 10 sites nationwide). AREA 4: FORMAL TRAINING AREA 4: _ Clearly describe the source's depth of experience in developing a variety of curriculums and conducting formal customer training in business and technical courses. A bibliography should also be included with the qualification package. The bibliography should furnish past performance points of contact which SHOULD relate to the experience described in the qualification package. This past performance information should include: (1) Contract number(s) (2) Contract name (3) Contract value (4) Performance Period (5) Principal customer points of contact with phone number, Fax number, and mailing address This past performance information will be used to verify the experience and level of customer satisfaction on each of the contracts cited in support of the qualification areas. The bibliography will not be counted against the total response page count. Contractor format is acceptable. The purpose of the Ombudsman is not to diminish the authority of the Program Manager or the Contracting Officer, but to communicate offeror concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. The Ombudsman should only be contacted with issues or problems previously brought to the attention of the Program Manager and/or the Contracting Officer which could not be satisfactorily resolved, or issues that require contractor confidentiality.
