Joanna Belcher Contracting Officer, Suzanne L. Jene'. The VAMC,
Tuscaloosa, AL requires the development of a storage system which will
bring both computerized and non-computerized portions of the patient
records together in one medium. This alternative to paper storage of
patient health care records must meet all current legal and VA
regulations and JCAHO standards, must be capable of supporting
retrieval of voice, video, color images, and diagnostic or other high
resolution images; providing standard based links accessible by the
Decentralized Hospital Computer Program(DHCP) applications, must be a
windows based product (OS/2, Windows 95, Windows NT) and support
Computer Outpatient Laser Disc(COLD) document technology and an open
architecture (not proprietary). System must support multiple platforms
and have networking capabilities and support the following: HL7, RAID
3,4,5, definable tables for security and other criteria, graphical
work flow, automated work queue rulesets, print/fax/tracking
capabilities, remote access to review documents, canned/ad hoc
reporting capabilities, single and batch document processing, variable
document size capabilities, auto index form design including automatic
form recognition and OCR/Bar Code form recognition. System must
demonstrate the ability to: merge multiple medical record numbers,
retrieve multiple documents(type, date, patient, etc.), allow for
electronic signature capabilities (including signature pads), and
provide document zoom and scroll capabilities. Scanning equipment to be
supported will include the latest Fijutsu, Kodak, and Bell & Howell
Scanners. Contractor must have a history of implementing a conversion
of this size and complexity and the ability to provide the following:
24 hours, 7 day per week remote/scanner/system support, training and
technical documentation manuals, on-line help capabilities, and on-site
training. Proposals submitted for this solicitation will be evaluated
in accordance with the following factors in descending order of
preference: Vendor Experience and Demonstrated Capabilities; Functional
User Requirements; Technical System Requirements; Trouble Shooting,
