Nairobi, Kenya. The United States Agency for International Development
Mission to Kenya plans to recruit a Regional Program Impact Advisor
(Monitoring and Evaluation Specialist). Basic Functions of Position: As
a monitoring and evaluation specialist, the Regional Program Impact
Advisor for the Regional Economic Development Services Office (REDSO)
of the U.S. Agency for International Development (USAID) shall provide
expert technical services to host country governments, universities,
nongovernmental organizations (NGOs), and USAID Missions in the
countries of East and Southern Africa (ESA). These technical services
will include a range of consultative, advisory, information-gathering,
analytical and evaluative responsibilities relating to the issues of
performance monitoring and the assessment of program impact. The
Advisor will build awareness of the importance of these issues and
assist in the design and implementation of cost-effective systems to
produce the kinds of information needed by decision-makers. The Program
Impact Advisor will report to the Chief, Analysis and Planning Division
of REDSO/ESA, which is located in Nairobi, Kenya. This is a GS 13
equivalent position. Salary range is $52,000 to $68,000 plus 5 percent
differential, other allowances include: Living quarters, educational
travel, and education allowance for authorized dependents. Major Duties
and Responsibilities: Based on the Advisors knowledge of cultural,
social, economic, and political aspects of development in the ESA
Region, he/she shall (a) serve as the monitoring and evaluation
specialist on USAID project design and evaluation teams, (b)
participate in training staff involved with performance monitoring,
evaluation, and reporting systems, (c) ensure that USAID systems
incorporate information already generated by other donors and
organizations, (d) perform analytical tasks such as assessing the
constraints and possible solutions to effective monitoring and
evaluation of development programs and activities in the region,
assessing the potential for employing more efficient and powerful
methods of data-gathering, analysis, and reporting than those currently
employed, and assessing case studies from ESA which can illustrate
innovative and effective ways of impact monitoring and reporting, and
(e) ensure that USAID information systems are conceptually sound,
cost-effective, and user-friendly. The Advisor will spend 90% of
his/her time on substantive tasks and no more than 10% on USAID
administrative tasks. Qualifications: The Advisor is required, at a
minimum, to have an advanced degree in a relevant discipline, with five
years of prior experience in monitoring and evaluation of development
projects and programs, including conducting independent research
studies involving primary data. Fluency in English with proven ability
to communicate quickly, clearly, and concisely in both speech and
writing is required. Also required is thorough professional knowledge
regarding the collection and use of empirical information for
monitoring and evaluating the impact of socio-economic data efforts. In
addition, the Advisor must either know or be willing to learn relevant
USAID procedures and regulations and possess substantial computer
skills, including familiarity with relational database and statistical
software packages. It is desirable, although not required, that the
Advisor have completed academic work in applied statistics and
evaluation methodologies. Experience in the ESA region is preferred.
Familiarity with Geographic Information Systems and their use in impact
assessment is highly desirable. USAID/REDSO contemplates awarding a
Personal Services Contract for the Program Impact Advisor position on
or about October 1, 1996. The Contract will be for a two-year term with
an option for extension. The selected individual must obtain medical
and U.S. Government security clearances. The medical clearance must
include a physician's certification that the individual and any
accompanying dependents are medically fit to serve in the African
environment. To the maximum extent possible, USAID encourages the

accordance with Part 19 of the U.S. Government Federal Acquisition
