R -- MANAGEMENT AND ADMINISTRATIVE SUPPORT TO THE OFFICE OF NAVAL RESEARCH SOL N00014-96-R-0008 POC Ms. Beth Dehaemers, ONR 252 (703) 696-5639. The Office of Naval Research (ONR) plans to issue an RFP for Management and Administrative Support Services that are required for Two ONR Program Areas. One requirement is for program management, administrative and technical support to the Ocean, Atmosphere, and Space Department, designated as PROGRAM AREA 1. The second requirement is for overall technical and program management support for the Industrial Programs Department, designated as PROGRAM AREA 2. It is anticipated that one solicitation will be issued with the contemplation of two contract awards. Parties interested in providing support to both program areas will be required to submit two proposals, one for each program area. The period of performance for both contracts is expected to be two years with three one (1) year options. An 8(a) competitive award is contemplated for PROGRAM AREA 1 with a standard industrial classification (SIC) code of 8741 with size standard of average annual receipts over a three year period not exceeding $5 million. PROGRAM AREA 2 is planned for a 100% Small Business Set-Aside with the same SIC code and size standard as outlined for Program Area 1. BACKGROUND: PROGRAM AREA 1 - The Ocean, Atmosphere and Space Department of ONR is responsible for all oceanographic, space-based remote-sensing and environmentally- related science and technology efforts within the Department of the Navy. These responsibilities include most aspects of Basic Science relating to Ocean, Atmosphere and Space, Anti-submarine Warfare, Mine Warfare, Expeditionary Warfare, Special Warfare, Explosive Ordnance Disposal, including aspects of decision making, modeling and simulation. PROGRAM AREA 2: The Industrial Programs Department of the ONR is responsible for programs related to manufacturing sciences and technologies, and Industrial Outreach, including Small Business Innovative Research (SBIR), Technology Reinvestment Programs, Cooperative Research and Development Agreements (CRADAs) and Navy related Industry Independent R&D (IR&D). GENERAL TASKS -PROGRAM AREA 1: Draft analyses, presentations, notes, official correspondence, speeches and other related materials for the Department/Division Heads on a wide variety of subjects relating to internal ONR departments, Navy staff, Navy staff, Department of Defense and Congress. Provide technical and administrative support of programmatic and operational matters pertaining to Mine and Expeditionary Warfare and Undersea Surveillance. Provide technical and programmatic management support and liaison functions for US Marine Corps Science and Technology programs. PROGRAM AREA 2: Assist ONR managers in the planning and management of ONR Science and Technology industrial programs. The areas of effort include Affordability initiatives, Technology Transfer, Small Business Innovative Research as well as support of the Navy's role in MARITECH. In general, the required support in each area involves the provision and use of planning tools and processes, decision tools and processes and assessment tools and processes as applied to Science and Technology investment. These tools and processes area normally software based and are required to be state of the art in the appropriate areas. In the area of Technology Transfer, task include development of effectiveness measures and assurance tools for the efficient use of communication resources and cost and performance models (business models) for the appropriate Navy interactions with the US maritime industries. For each program area, a Secret Facility Clearance will be required. Proposal requests must be received within 30 days from the date of synopsis publication.
