257-5666. The National Air Intelligence Center (NAIC) is contemplating
a five year, single award contract for the purpose of training NAIC
personnel on the use of a variety of standard software packages, as
well as data base utilization and government software tools. This
training program will require teaching and modifying current curriculum
which is in place, and the development of new classes which are in
concert with the NAIC acquisition of new computer software packages.
Since 1978, NAIC has accelerated the acquisition and implementation of
computer systems designed to service the analytical, technical, and
administrative needs of the organization. The backbone of these systems
is a family of intelligent workstations which are networked to a
UNIX-driven client/server system and which are used for a wide variety
of processing requirements. Soon to be added to this environment is
another client/server configuration which operates under the Windows NT
operating system and which is compatible with the configuration
described above. NAIC also has a dwindling family of PC systems which
are both stand-alone and networked. These computer systems host a
variety of data bases and packaged software systems which are used to
service internal mission requirements as well as the intelligence
community at large. Developing a workforce which can effectively use
the multitude of available resources will require competent educators
who are thoroughly knowledgeable in all areas of computer training.
NAIC currently has an extensive in-house training program which is used
to educate NAIC personnel on the many software tools/capabilities which
are available. Continuation and expansion of the existing training
program is required in order to effectively incorporate the knowledge
of these resources throughout the organization. This contract will also
require the development of training manuals, guides, handbooks, and
reference materials for use in formal classroom training. Potential
sources must provide in their response to this announcement the
following information: (1) evidence of experience in class room
training, (2) evidence of experience in course development, (3)
evidence of documentation and manual development, and (4) evidence of
the ability to perform 51% of all work to be levied by the contract.
All responses will be evaluated against the criteria listed in this
announcement. Limit responses to 10 pages or less. Foreign
participation is not permitted. Sources are requested to submit their
responses within 15 days after publication of this announcement. All
respondents shall indicate whether they are large or small business in
relation to the SIC Code 8711, size standard $13.5M. The government
reserves the option to set the acquisition aside for small business. An
Ombudsman has been established for this acquisition. The only purpose
of the Ombudsman is to receive and communicate serious concerns from
potential offerors, when an offeror prefers not to use established
channels to communicate his/her concerns during the proposal
development phase of this acquisition. Potential offerors should use
established channels to request information, pose questions, and voice
concerns before resorting to use of the Ombudsman. Potential offerors
