255-1695, ext 2244. The F-22 System Program Office is planning to
release the Request for Proposal (RFP) for the F119 Engine
Pre-Production Verification (PPV) program. The acquisition will consist
of up to 12 PPV engines and their associated equipment and support for
support initial operational testing of the F-22 Next Generation Air
Superiority fighter with delivery beginning in August 1999. Contract
action will result in a modification to the current engineering and
manufacturing development contract, F33657-91-C0007. This requirement
is being acquired under other than full and open competition, one
responsible source, with United Technologies Corporation, Pratt &
Whitney Government Engine and Space Propulsion. Pratt & Whitney, West
Palm Beach, FL, is currently the prime contractor for the engineering
and manufacturing development of the F-22 aircraft engine, the F119.
The F119 engine is a low bypass ratio, augmented turbofan incorporating
low observable features, the ability to supercruise, and
two-dimensional thrust vectoring. The F119 engine characteristics are
essential to the F-22 aircraft to accomplish its primary objective of
establishing air superiority. Reprocurement data is not available. The
purpose of this synopsis is to notify industry of the impending
action. PPV Request for Proposal is to be released on or about 11 Sep

2251. An Ombudsman has been appointed to hear concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals. Interested parties are invited to call Mr

contacted with issues or problems that have been previously brought to
the attention of the contracting officer and could not be
