916-246-5212. Skid Mounted Prefab Communication Buildings with the
following: 1) Floor minimum 400 P.S.I. 2) Roof minimum 100 P.S.I. 3)
Walls minimum 100 miles per hour winds 4) Building exterior flame
spread 25 or less. Exterior to be of earthtone colors to blend with
natural surroundings. Exterior to be resistant to small arms fire. 5)
Metal entrance door minimum 16 gauge, insulated with dead bolt and
locking latch, hinges, and door closer. 6) Building interior throughout
1/2'' or better plywood covered with white paneling. 7) Solar panel
mountain support on the roof to support up to 4 panels 48'' x 21''. 8)
Installation of government furnished Poly-Phaser PEEP building
entrance panel. Vendor to provide proposals for grounding solutions of
the panel. 9) Fluorescent lighting per individual building sketches
stubbed to a 2x4x4 box on the back wall with no other AC wiring or
disconnects. Quantities are as follows: Item Number 1.-Two 8' X 8'
buildings. Number 2.-One 10' X 12' building. Delivery will be made FOB
to: USDA Forest Service, Communications, 6101 Airport Road, Redding,
California 96002, Attn: Tony Martinez. Delivery is required within 90
days after receipt of order. This is a combined synopsis/request for
quotations for commercial items prepared in accordance with the format
in Subpart 12.6, as supplemented with additional information included
in this notice. This announcement constitutes the only request for
quotations; proposals are being requested and a written request for
quotations will not be issued. RFQ-96-71, this number must be
referenced on all communications and proposals. The request for
quotations document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-39. The Clause
52.212-1, Instructions to Offerors- Commercial, applies to this
acquisition. Clause 52.212-2, Evaluation- Commercial Items and the
following evaluation criteria; 1. Technical capability to meet
Government's requirements, 2. Past performance. 3. Price. These
criteria are listed in descending order of importance. Award may be
made based on initial submissions and without discussions or
negotiations with offerors. Award may be made to other than the low
quoter if another proposal is rated more technically advantageous to
the Government. The following clauses are included as a part of this

Act-Supplies. This is a Total Small Business Set-Aside. The Standard
Industrial Classification is 5211 with a size standard of $5.0 million
