The Office of Personnel Management (OPM) intends to issue a Sole-Source Purchase Order with IBM, 6710 Rockledge Dr., Bethesda, MD 20817, for a urgently-required Tape Mount Management (TMM) services. Excessive tape mounts are causing severe overcrowding of the existing OPM tape library. Analysis of the quantity and quality of these tape mounts is required with the objective of (1) development, review, and monitoring of plans for the TMM implementation (i.e. project planning, tracking, and reporting progress against plans, analyzing problems and recommending solutions, and status reporting), to relieve the overcrowding and eliminate the rapidly growing need for a costly tape library expansion and (2) assisting OPM in the performance of the TMM implementation (i.e. data collection, data analysis, code generation and installation, code testing and activation, and post TMM procedures). IBM's TMM services were orginated by IBM and are supported by a set of proprietary software tools that will be used in conjunction with the selection and filtering method contained in the proprietary IBM software product Data Facility Storage Management Subsystem (DFSMS) currently leased by OPM. IBM is the only know firm with the tools and experience available to complete this task within the next 60-90 days.
