Developmental and Research Work under Broad Agency Announcement. The
Army Research Laboratory (ARL) announces its plans to issue a FY97
Broad Agency Announcement (BAA) under the provisions of Federal
Acquisition Regulation, paragraph 6.102(d)(2). This BAA covers the
basic and applied research needs of the ARL, and is directed towards
the specific business areas for which the ARL has Army-wide
responsibility. The business areas addressed by this BAA are: (1)
Information Science & Technology, (2) Survivability/Lethality Analysis,
(3) Human Research and Engineering, (4) Sensors and Electron Devices,
(5) Weapons and Materials Research, (6) Corporate Information
Computing, (7) Vehicle Technology, and (8) Technology Transfer. Topic
contact points and telephone numbers are provided within the BAA if
clarification of topic areas is needed. ARL is an active supporter and
advocate of the Historically Black Colleges and Universities and Other
Minority Institutions (HBCU/MIs) program. Specific HBCU/MI set-aside
topics are identified in the BAA. It is the intent of the ARL to award
a minimum of 28% of all ARL institute of higher education award
dollars to HBCU/MIs. HBCU/MIs are encouraged to submit proposals in any
or all topics contained within the BAA. Release of the FY97 ARL BAA is
anticipated for late August 1996, will supersede the FY95 ARL BAA
issued June 1994. The BAA will NOT BE AVAILABLE IN HARD COPY. The BAA
will be available on the ARL WWW Server (http://www.arl.mil) under
Business Opportunities. It will also be available via anonymous ftp
from w3.arl.mil in the file /pub/baa/baa.txt. It is strongly
recommended that proposals submitted under this BAA be received at the
appropriate address stated in the BAA prior to December 15, 1996 in
order to be considered for award in Fiscal Year 1997; however,
proposals will be accepted at anytime during which the BAA is in
effect. This BAA will remain in effect for a period of two years or
until superseded. Offerors should indicate whether they are a large or
small business, Historically Black College or University or other
Minority Institution (HBCU/MI), and/or foreign owned, controlled, or
influenced firm or organization. All responsible sources may submit a
bid or proposal which will be considered by the Agency. No telephone
