The Department of Education anticipates awarding to Dynamic Concepts Inc., (DCI) Washington, D.C. under Authority: FAR Subpart 6.302-1 (a) (2) (ii), a sole source Contract for an approximate 15 month effort. DCI's knowledge of our publications inventory and system of distribution and mailing would take many months to teach another Contractor. The volume of stored publications is over 5, 000 skids which has evolved DCI into a publications distribution and storage Contractor as well. The Department of Education's ultimate goal is to compete for a new state of the art Contract to accomplish all of their distribution needs, inclusive of a publications systems, mail order, warehouse storage and mail fulfillment. This award will be competitive and for a five (5) year period. This anticipated sole source award will also help with the transition to this new five-year award. It would not be cost effective to advertise, select, and have a transition to another Contractor until the new state of the art Contract is advertised and awarded.
