synopsis/Request for Quote in accordance with the format in FAR Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; quotes are
being requested and a written solicitation will not be issued. This
contract action is for language instruction in speaking, listening, and
reading comprehension of the French, German, and Russian languages.
Upon completion of the programmed 304 hours of instruction (18 months)
per each of the three languages, a minimum goal of 75% of the students
enrolled will demonstrate skills to a level of R1/L1/S1 on the Defense
Language Proficiency Test (DLPT) IV, and have accumulated and mastered
a minimum of 1000 word vocabulary. The contractor shall provide each
student DLIFLC basic tapes and books at the beginning of the course, to
become the property of the student and not returned.The entire course
with tapes may be purchased from the Defense Language Institute Foreign
Language Center, Presidio of Monterey, California 93944-5006; Mr. Bill
Burkhardt, (408) 242-5112/5319. Substitute course materials must be
approved by USASOC IAW Paragraph 7h, USASOC Reg. 350-22. The unit will
provide use of cassette tape recorders or equivalent. Each class will
consist of a minimum of 5 students and a maximum of 12. The Government
reserves the right to cancel the contract if student participation
falls below 5 students. Contractor will certify that instructors hired
to provide instruction meet the following minimum qualifications: a.
A thorough knowledge of subject matter must be demonstrated by
education, experience, (one year in teaching the foreign language to
adult English-speaking students), and/or skill, or by any combination
of these. b. Proficiency in the language of instruction of not less
than 3.0 in speaking, listening comprehension, and reading, (as defined
in AR 611-6, 16 Feb 96) demonstrated on the DLPT or
contractor-equivalent test, or by oral proficiency examination by a
tester certified by the American Council for Teachers of Foreign
Language (ACTFL). c. Must have conducted a formal study of the English
language with sufficient proficiency of at least a level of 2.0, as
measured by the Test of English as a Foreign Language, or an equivalent
test. The contractor shall also be accredited. A non-accredited
institution or organization does not gain accredited status solely
because of an affiliation or arrangement with an accredited
institution. Complete Statement of Work will be faxed upon request.
Initial acquisition plus make-up instruction is 224 hours per each
language. Target date for the first 4-hour blocks of instruction is 29
August 1996, and will continue on every Thursday evening each week.
All three language classes will be held 1900 - 2200 hours (7:00pm -
10:00pm), at the Southern Maryland Memorial USARC, 5550 Dower House
Road, Upper Marlboro, Maryland 20315-0320. One 2-hour block is
available each month per language for make-up instruction if required;
the contractor will be paid only for make-up hours used. Please
provide quotations for the first 50 weeks of instruction for each
language - 29 Aug 96 to 28 Aug 97. For each of the three language
quotations, Line Item 0001 should read ``200 hours of (LANGUAGE) BASIC
COURSE (INCLUDING COURSE MATERIALS)'', and Line Item 0002 should read
``24 hours of COURSE MAKE-UP HOURS''. The following FAR clause apply
and will be furnished in full text upon receipt of written request:
