Contracting Officer Ronald Miller. (Site Code DACA05) The work will
consist of constructing a groundwater treatment system (pump and treat)
for the operable unit 1 (OU-1). The chemicals of concern are
trichloroethane and tetrachloroethane. The work will consist of the
installation of pumps in extraction wells currently being installed;
construction of conveyance piping; construction of a treatment plant;
installation of an infiltration gallery; system startup and prove out,
and one year's full-scale operation, and provide training after the
one-year operational phase. The treatment system will consist of an
influent tank, air stripper, feed pump, discharge pump, blower, carbon
dioxide injection system, miscellaneous valving, piping, and
instrumentation. The infiltration facilities will consist of
installation of galleries and conveyance piping, mechanical, electrical
systems and instrumentation. Modifications to the existing system will
include installation of a new discharge pump and carbon dioxide
injection system for pH control. This procurement will be conducted
under SIC code: 1629. The size standard for this SIC code is: $17.0.
The acquisition method is negotiated procurement. A technical and cost
proposal will be required. Evaluation by the Government will result in
selection of firm that represents the best advantage to the Government.
Large businesses competing for this project must comply with the FAR
52.219-9 clause regarding the requirement for a subcontracting plan on
the part of the work it intends to subcontract. The recommended goals
for subcontracting are 52.5% for small business, 8.8% for small
disadvantaged business, and 3.0% for small business/woman-owned. A firm
that submits a plan with lesser goals must submit written rationale to
support goals submitted. Estimated cost is between $5,000,000 and
$10,000,000. Plans and specifications for this project must be ordered
by the CUT OFF DATE of 09 SEP 96 to ensure receipt of bid sets at a
cost of $37.00 for specifications (text only); and $29.00 for half-size
drawings. Full size drawings are not available. Orders received beyond
the CUT OFF DATE will not be honored. Plans and specifications will be
mailed out on or about 17 SEP 96. Because a limited number of sets will
be reproduced, copies are limited to one set per firm. Payment by
company check, certified check or money order made payable to the
Finance and Accounting Officer, USAED, Sacramento, must be received
prior to issuance of your order (payment is non-refundable). Payment
must be submitted with order request or delivered in person to USAED,
Sacramento, ATTN: Plan Room, 1325 J Street, Sacramento, CA 95814-2922.
