307-3223. This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in Federal Acquisition
Regulation (FAR) 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; quotes are being requested and a written solicitation
will not be issued. This solicitation is being issued as a Request for
Quotatiion (RFQ). This solicitation document and incorporated
provisions an clauses are those in effect through Federal Acquisition
Circular (FAC) 96-39. This requirement is a 100% small business
set-aside under standards industrial code 3525 with size status of less
than 750 employees. Contractor shall furnish all labor and materials to
complete the work described in this solicitation. The contractor shall
furnish and install one (1) Carrier Model 15 Ton Split System, with
air cooled condenser with low ambient controls to zero degrees
fahrenheit outside air and crank case heaters. The air conditioner will
be installed in the Electric Vault and Transfer room located in the
basement of the HOLC building. Contractor shall furnish and install
steel work to set condensing unit above stairway to chiller room.
Contractor shall furnish and install cat walk and rails around
condensing unit. Contractor shall paint new steel work with an exterior
oil base paint, brown in color. Contractor shall install new 15 ton air
cooled condenser on cat walk to include vibration pads. Contractor
shall install new indoor unit with compressors in electric vault.
Contractor shall install new refrigerant piping and connect equipment.
Contractor shall furnish and install new liquid line drier, sight
glass and pipe hangers and leak test new piping. Contractor shall
frnish and install new fused disconnects, conduit, wiring, breakers,
and subpanel for new unit. Contractor shall furnish and install new
thermostat and control wiring. Contractor shall furnish and install new
duct work and air diffusers thru vault room and into transformer room.
All operating instructions shall be turned over to the Federal Bureau
of Prisons prior to the acceptance of the work. All copies of
warranties and guarantees shall be presented to the Federal Bureau of
Prisons prior to the acceptance of the work. The contractor shall
provide Management Services with MSDS sheets on all supplies and
materials prior to their use within the building. During the term of
the contract, the Contractor shall be responsible for the retention of
any specialist required for the completion of the work. The contractor
shall be responsible for the retention of any work done by any
individuals or firms they retain. The contractor shall be responsible
for assuring all persons retained to work on this project comply with
all policies and regulations while on the property where work is taking
place. The contractor shall be responsible for the removal of all
debris and the vacuuming of the job site on a daily basis. The
contractor shall be responsible for assuring all floor coverings are
protected during all phases of construction. The contractor and all
personnel directly or indirectly employed by the contractor shall
submit to the following: (a) NCIC (National Crime Information Center
Check), (b) DOJ-99 (Name Check), (c) FD-258 (Fingerprint Check), (d)
OPM-328 (Authority for release of Information) and (e) Urinalysis.
These requirements are in accordance with the Federal Bureau of Prisons
Program Statement 3000.2. The Contractor shall identify one primary and
one alternate point of contact for the project within five (5) calendar
days after notification of award. The contractor shall be available to
meet with representatives of the Federal Bureau of Prisons to finalize
details regarding the performance of the work within ten (10) calendar
days after notification of award. The Contractor shall complete all on
site work within thirty (30) calendar days after contract award. The
contractor is responsible for testing all equipment. Acceptance of the
work and installed equipment will be the responsibility of the
Contracting Officer's Technical Representative (COTR). Drawings ad
specifications are available and will be provided upon request. There
will be a site visit conducted on Thursday, August 22, 1996 between
9:00 a.m. and 11:30 a.m. eastern daylight time. This will provide
additional information as to the primary location in which the
equipment will be installed. Offerors wishing to attend this site visit

The provision at FAR 52.212-1, Insructions to Offerors -- Commercial
Items, applies to this acquisition. Offers are advised that inclusion
of a completed copy of the provision at FAR 52.212-3, Offers

submitted with quote. The provision at FAR 52.212-4, Contract Terms and
