This is a sole source combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR),Subpart 12.6, as supplemented with additional information included in this notice. Solicitation number N00421-96-Q-1120 is issued as a Request for Quote (RFQ). The incorporated document and provisions and clauses are those in effect through Federal Acquisition Circular 90-37 and Defense Acquisition Circular 91-10. This action is not set-aside for small business. The SIC Code is 5065. The contract line item is CLIN-0001, Drop-in Communication Packages. The requirement is for a minimum of 6 (six), maximum 17 (seventeen) drop-in communications packages manufactured by AAR SKYDYNE Part number 201600. The government intends a firm fixed price indefinite-delivery, indefinite-quantity type contract and to solicit and negotiate the proposed contract on a sole source basis with AAR SKYDYNE,21 River Road, Port Jervis, NY 12771, under the authority of FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). AAR SKYDYNE is presently the only manufacturer that meets the rigid requirements . This notice of intent is not a request for competitive proposals. However, interested parties may submit a proposal in which they identify their interest and capability. This procurement shall be F.O.B destination and delivered to Receiving Officer,NAWCAD Patuxent River, Building#115, Villa Road, St. Inigoes, MD 20684-0010. The minimum quantity will be placed concurrent with the award with delivery required within 45 days after date of order(15 NOV 96 assuming 1 OCT 96 award). The balance of the maximum quantity may be ordered within 365 days after award with expected delivery within 60 days after date of order. Inspection and acceptance shall be made at destination. FAR 52.212-1 Instructions to Offerors--Commercial Items (Oct 1995) is incorporated by reference and applies to this acquisition. The Government intends to award this sole source action to AAR SKYDYNE. Therefore the provision at 52.212-2 Evaluation--Commercial Items (Oct 1995) does not apply to this aquisition. The Government will evaluate AAR SKYDYNE's proposal for fairness and reasonableness, in accordance with FAR Part 15, before making an award. The clause at 52.216-22 INDEFINITE QUANTITY (OCT 1995) is incorporated by reference and item (d) is completed as follows:''... the Contractor shall not be required to make any deliveries under this contract after 30 NOV 1997''. The clause at 52.216-18 ORDERING (OCT 1995) is incorporated by reference and item (a) is completed as follows:''...orders may be issued from the anticipated award date of 1 October 1996 through 30 September 1996''.
