483-4168 NASA/JSC plans to issue a Request for Quotation (RFQ) for the
''MODEL 5500 AUTOMATED THERMOLUMINESCENT DOSIMETRY (TLD) SYSTEM'',
which will be used as a tool in monitoring space radiation dosage in
certain flight experiments. This model must possess the capability of
processing at least 48 TLD elements in one loading. The TLD Model 5500
system must be in conformity with the attached NASA/JSC specifications
available over the Internet. Potential offeror's will be responsible
for downloading their own copy of the specifications. This notice
serves as the only solicitation; quotes are being requested and a
written solicitation will not be issued. This procurement is being
conducted under the Simplified Acquisition Threshold (SAT) portion of
the Federal Acquisition Streamlining. All responsible sources may
submit an offer which shall be considered by the agency. An ombudsman
has been appointed to hear concerns from offers and potential offerors
during the preaward and postaward phases of this acquisition. The
purpose of the ombudsman is not to diminish the authority of the
contracting officer, the Source Evaluation Board, or the selection
official, but to communicate concerns, issues, disagreements, and
recommendations of interested parties to the appropriate Government
personnel and to work to resolve them. When requested, the ombudsman
will maintain strict confidentiality as to the source selection
process, or to the adjudication of formal contract disputes. Interested
parties are invited to call the installation ombudsman, Susan H. Garman
at 713-483-0490. Concerns, issues, and disagreements which cannot be
resolved at the installation may be referred to the NASA ombudsman, Tom
Luedtke at 202-358-2090. Interested firms have 15 days from the
publication date of this synopsis to submit in writing their offer.
Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
