ANNOUNCEMENT: The Naval Air System Command (NAVAIR), Propulsion and
Power Engineering Department, Science and Technology Office (AIR 4.4T)
is interested in receiving proposals for advanced Naval Aviation
technologies that will significantly increase the mission performance
operational capabilities and affordability of Naval Air Vehicles.
Specifically needed are Applied Research for advanced gas turbine
propulsion component and materials technologies for Fighter/Attack
Aircraft Engines, Patrol, transport, Rotary Wing Aircraft and
Lethal/Non-Lethal Unmanned Aerial Vehicles (UAV). The performance,
life, and cost goals for these research efforts shall be consistent
with Phase III of the DOD/NASA Integrated High Performance Turbine
Engine Technology (IHPTET) Initiative and the Tri-Service Reliance
Science & Technology and Joint Directors of Laboratories Aeroplusion
Sub-Panel Joint Service Program Plans. Development of advanced power
drive system technology for Drive System Health Monitoring and
Diagnostics Technology for Naval rotary wing aircraft. Development of
Navy propulsion component and subsystem technologies applicable to
fleet engines and near term upgrades/derivative engines which reduce
fuel consumption. Development of Electrical Power technologies
applicable to Naval aircraft, including efforts associated with the
More Electric Initiative. Innovative concepts that facilitate
integration of expendable turbo-ramjets into cruise missle airframes
(to include inlets, by ducts and valves, and nozzles).
Development/demonstration of advanced heavy fuel engine
concepts/systems for UAVs. Development of fuel coalscence/filtration
technology capable of operating in current shipboard and shore station
vessels in the presence of coke reducing (+100F) additives; quantitive
assessment of impact of coke reducing additives on Navy engine
performance and maintenance. Detailed information is provided in the
NAVAIR Broad Agency Announcement publication, entitled ''Guide to Naval
Aircraft Propulsion Technology Development Programs for Fiscal Year
1997''. Request for this publication should be sent to : Commander,
Naval Air Warfare Center Aircraft Division, AIR 4.4T, 22467 Millstone
Road, Mailstop 3, Patuxent River, Maryland 20670-5304. This notice
constitutes a Broad Agency Announcement (BAA) contemplated in FAR
6.102(D)(2). This announcement will be open for one year after it
appears in the Commerce Business Daily. Proposals may be submitted any
time during this period. The proposal evaluation and selection for
award processes will begin 45 days after the appearance of this
announcement. Evaluation will be conducted by panel of government
experts using the following criteria: (a) understanding the problem,
including the ability to plan and implement the program and formulate
pertinent objectives; (b) soundness of the technical approach,
including ability to integrate the proposed technology, adequacy of
analysis and degree of technology advancement; (c) allocation of
resources, experience and management, including facilities and
personnel; (d) past performance in similar efforts including quality of
product or service, timeliness of performance and cost control; (e) and
the proposed cost/price. No further criteria will be used in the
evaluation. The technical and cost information will be evaluated at the
same time. Further details on these criteria are contained in the
aforemention guide. Selection for award will be based on potential
benefit to the Government weighed against the cost of proposal in view
of the availability of funds. The types of contracts anticpated for
award are Cost Plus Fixed Fee, Cost, and Cost sharing. Other types of
contracts may be proposed, but offerors are advised that the Government
is under no obligation to accept. Proposals shall be submitted to the
Naval Air Warfare Center Aircraft Division, AIR 4.4T, 22467 Millstone
Road, Mailstop 3, Patuxent River, Maryland 20670-5304. There will be no
formal Request For Proposal (RFP) or other Solicitation issued with
regards to this requirement. Specific details with regards to proposal
submission are set forth in the NAVAIR BAA ''Guide to Naval Air
Propulsion Technology Development Programs for FY 1997''. All requests
for the aforementioned guide must be in writing, therefore, telephone
request will not be honored. The Navy reserves the right to select for
award any, all, part of, or none of the responses received and intends
to incrementally fund any resultant contract(s). Offerors and their
proposed personnel should possess a security clearance up to and
including the secret level for contracts associated with IHPTET,
comtemplated under this announcement. Specfic reporting (DD1423)
requirements shall be specified within each contract award. At a
minimum all offerors will be required to submit the following reports:
a) Detailed Planning Report; b) Progress Report; c) Final Report; d)
Financial Reports, e) Test Plans; f) Program Reviews, and g)
Presentation Material. This BAA announcement is an expression of
interest only and does not commit the Government to pay any proposal
preparation cost for offerors responding to this BAA. Responses shall
be forwarded at no cost to the Government. The cost of preparing
proposals in response to this announcement is not considered an
allowable expense to the normal bid and proposal indirect cost
specified in FAR 31.205-18. Academic institutions, Historical Black
Colleges and Small Dis-avantaged businesses, Small Businesses and Women
Owned businesses are especially encouraged to submit proposals under
