Electronics Warfare Directorate (USAIEWD), Research and Technology
Division, is interested in receiving proposals for Basic Research
covering five topices. Topic 1 - Direction Finding (DF) Development and
Enhancements, Topic 2 - Emitter Intercept Techniques, Topic 3 -
Intelligence Data Fusion, Topic 4 - Communication Electronics
CounterMeasures, and Topic 5 - CounterNarcotics Technologies; special
interest is in portable non-intrusive inspection system of contraband.
All topics are further described in the Broad Agency Announcement
(BAA) which is available upon written request to the above address or
via facsimile request at (540) 349-5653. Telephone requests will not be
honored. Some topics may require possession of a TS/SCI clearance. This
BAA is considered fully compliant with PL 98-369, The Competition in
Contracting Act of 1984, as contemplated in FAR 6.102 (d)(2). Award
decisions will be based on proposal merit resulting from a peer and/or
scientific review, in addition to funding availability. The Government
reserves the right to award all, some, or none of the proposals
received in response to the BAA. Offerors may submit separate proposals
on any or all of the specified areas of interest. The performance
period for any given topic is estimated at six months to three years in
duration (to include options). Proposals may be submitted at any time
through September 1999, however, for award consideration in Fiscal Year
1997, proposal should be submitted as soon as possible, but no later
than January 31, 1997. The BAA has been open for three years ('91-'93),
extended once for three years ('94-'96), and extended now for an
additional three years ('97-'99), unless sooner terminated. There have
been no modifications to this BAA since October 1993. Canadian
offerors are invited to participate throughout the Defense Development
Sharing Program. Approximately $150,000 is available for awards to
Historically Black Colleges and Universities/Minority Institutions in
conjunction with these BAAs. All responsible sources may submit a
