furnish the services described herein are requested to give written
notification (including the telephone number for a point of contact) to
the procuring office above within forty-five (45) calendar days from
the date of this synopsis. This is a requirement for continuation of
research conducted since 1993 of Human-Induced Land Transformation
(HILT), which resulted in the Clarke Urban Growth model presently used
for HILT. This requirement will continue the work already accomplished
by extending the Clarke cellular automation urban growth model by
modifying the software to include forest land, agricultural land, and
wildland; assessing the scaling properties and scale-up stability of
the Clarke cellular automation land cover change mode at multiple
scales; using government furnished temporal urban mapping database of
the Washington/Baltimore region; using government furnished data from
the Advanced Very High Resolution Radiometer (AVHRR), the Defense
Meteorological Satellite Program (DMSP), and Geographic Information
Resource Analysis System (GIRAS), scale up the Clarke model to a
prediction of future land cover patterns of the conterminous United
States (48 states); predicting geographic extent of urbanization to the
year 2050 and estimate the rates of loss of other land covers to
urbanization, and evaluate the model's ability to scale up from
continental results to global predications using AVHRR and other
government furnished data. The requirement shall be completed within 12
months after date of award. Based on information available at this
time, and in accordance with 41 U.S.C. 253(c)(1), implemented by FAR
6.302-1, the Government considers the item specified as a sole source
from University of California-Santa Barbara, Santa Barbara, CA and
proposes to negotiate a contract with that institution on that basis.
However, should additional sources be identified, they will be
considered. Firms who feel that they can furnish the required item or
its functional equivalent (based upon the criteria specified herein)
are invited to submit in writing an affirmative response to this
announcement. An affirmative response would include literature,
brochures and such other materials which correspond to the required
items stated herein. This information will be evaluated and used to
determine if competitive opportunities exist. Since no solicitation
document exists, requests for such documents without accompanying
information will be considered non-responsive to this request without
further consideration. This notice may represent the Government's only
