AIR FORCE HOUSING DESIGN, PLANNING, INVESTIGATION AND ANALYSIS

The Savannah District, U.S. Army Corps of Engineers, requires the
services of an Architect-Engineer firm for one Multidiscipline
Indefinite Delivery/Indefinite Quantity (IDIQ) Contract. Contract
awarded as a result of this announcement will be administered by
Savannah District for use on projects at Air Mobility Command (AMC)
bases world-wide (Primary Customer) and at other Air Force bases, CONUS
(Secondary Customer), as capacity permits. This contract will be for
one basic period with a maximum of $2 million limit in the basic period
and four option periods with a maximum of $2 million per period. Task
orders will be limited to a maximum of $2,000,000. This announcement is
open to all firms regardless of size. Large business offerors must
identify subcontracting opportunities with small business, and small
disadvantaged business on SF-255. If selected, the large business
offeror will be required to submit a small/small disadvantaged & women
owned subcontracting plan in accordance with FAR52-219.9 and DFARS
219.704/705 as a part of the Request For Proposal package. The
following subcontracting goals are the minimum acceptable goals to be
included in the subcontracting plan. OF THE SUBCONTRACTED WORK, 60% TO
SMALL BUSINESS, 10% TO SMALL DISADVANTAGED BUSINESS (A COMPOSITE OF
SMALL BUSINESS), 5% TO WOMEN-OWNED BUSINESS (A COMPOSITE OF SMALL
BUSINESS). Large business firms that intend to do any subcontracting
must convey their intent to meet the minimum subcontractor goals on the
SF 255, Block 6. Written justification must be provided if the minimum
goals can not be provided. For additional information concerning

Contract Specialist, at 912/652-5105. **** 2. PROJECT INFORMATION: Task
Orders to be issued under this contract may include: develop or update
comprehensive plans and analyses for construction and improvement
within military family housing (MFH) and unaccompanied personnel
housing (UPH) areas, e.g. Housing Community Plans and Airmen Community
Plans, investigate and assess the condition and adequacy of housing
facilities, utilities, equipment, pavement and grounds at AMC bases,
determine technical, procedural and/or managerial requirements, develop
recommendations, establish priorities, plans, specifications, and cost
estimates for preventive or corrective actions, e.g. special study
reports, project programming documents, and design packages for both
renovation and new construction, analyze housing facility requirements
and develop approaches, options, costs, and recommendations for
facility utilization, construction, alteration, or leasing, e.g.
housing market analyses and housing privatization analyses, and perform
Construction Phase Services, e.g. shop drawing review, inspection and
consultation .. 3. SELECTION CRITERIA: See Note 24 for general
selection process. The selection criteria are listed below in
descending order of importance. Criteria a-d are primary. Criteria e-g
are secondary and will be used only as ''tie-breakers'' among
technically equal firms. a. Specialized experience, and technical
competence in (1) Preparation of Housing Community Plans and/or
updates. (2) Air Force Family and unaccompanied personnel housing
planning, design and construction projects. (3) Preparation of a
variety of reports and studies assessing condition, adequacy, and
requirements of Air Force family and unaccompanied personnel housing.
b. Past performance on DoD and other contracts with respect to cost
control, quality of work and compliance with performance schedules. c.
Capacity to accomplish multiple, simultaneous delivery orders and
provide staff in the following disciplines: architect, landscape
architect/planner, civil, structural, mechanical, electrical, and
environmental engineers, and economists. d. Professional qualifications
of key management and professional staff members. e. Extent of
participation as SB, SDB, WOB, HBCU, or MI as prime contractor,
subcontractor, or joint venture partner. g. Volume of DoD contract
awards in the last 12 months as described in Note 24. 4. SUBMISSION
REQUIREMENTS: ALL FIRMS DESIRING CONSIDERATION MUST SUBMIT A NEW
RESPONSE. NO FAXED SUBMITTALS WILL BE ACCEPTED. FIRMS DESIRING
CONSIDERATION MUST SUBMIT ONE (1) COPY OF SF 255 AND ONE (1) COPY OF SF
254 FOR PRIME AND EACH CONSULTANT TO THE ABOVE ADDRESS BY 30 SEPTEMBER
1996 OR ONE MONTH AFTER PUBLICATION (WHICHEVER IS LATEST) TO BE
CONSIDERED FOR SELECTION. Include the firm's ACASS number in the SF
255, block 3b. For ACASS information, call (503)326-3459. Firms must
indicate in block 10 the type CADD system they employ. Cover letters
and extraneous materials (brochures, etc.) ARE NOT desired and WILL NOT
be considered. The firm selected will be required to submit a Design
Quality Assurance Plan concurrently with their fee proposal.
Information on what is to be contained in this plan will be furnished
upon notification of selection. Firms responding to this announcement
are requested not to transmit this plan with their SF 255. **** PHONE
