CONTRACT FOR MASTER PLANNING, MAPPING AND FACILITIES ANALYSIS SUPPORT,
VARIOUS LOCATIONS. SOL W22W9K-6204-6186 POC Contract Specialist B. J.
Durrett (502) 582-6796 (Site Code DACA27) CONTRACT INFORMATION: This
contract is in support of the U.S. Army Center for Public Works,
Alexandria, Virginia. The proposed services will be obtained by a
negotiated Firm Fixed Price Contract. The maximum amount of the
contract shall not exceed $500,000 and no individual delivery order
shall exceed $150,000. The contract period is one year from the date of
award, with an option for one additional year with no additional
increase in the contract amount. Before award of this contract, the
firm (if not a small business concern) shall be required to present an
acceptable Small Business and Small Disadvantaged Business
Subcontracting Plan in accordance with Public Law 95-507. To meet the
current subcontracting goals, 52.5% of the total subcontracted dollars
must go to small business firms, 8.8% must go to small disadvantaged
business firms, and 3.0% must go to woman- owned firms. The plan is not
required with this submittal. PROJECT INFORMATION: Delivery orders to
be issued under this contract include master planning, contingency
planning, capital investment strategies, special facility analysis
related to Base Realignment and Closure, requirements analyses, force
structure evaluations, aerial photography and mapping. Also, analyses
using automated systems that would require expertise in systems and
database development using the following software: Microstation and
MDL; Dbase; FOXPRO; NOMAD; ORACLE; FOCUS; and C or C++ on mainframes,
personal computers, or workstations are required. Services to be
provided also include development and evaluation of AM/FM and GIS
systems to include evaluation of existing hardware, software and
communication systems used at Army installations to support planning
and real property management. SELECTION CRITERIA: Submittals will be
evaluated against the general evaluation factors listed in Note 24 in
descending order of importance. Additional specific evaluation criteria
is as follows. Criteria a-e are primary and f-h are secondary: a.
Documented experience in the preparation of master planning, mapping,
and facility analysis documents by experienced and qualified personnel
in the fields of Project Management, Planning, Computer Programming,
Computer Systems Analysis, Aerial Photography, and Mapping are required
and must be indicated in the SF 255 form. b. The firm's recent
specialized experience and technical competence with the current
regulations, practices, criteria and automated systems that support
Army master planning and real property management described in Project
Information to include: Master Plan regulations; troop and family
housing practices; Army criteria tracking and information systems;
project programming and the DD1391 Processor; the Integrated Facilities
System (IFS/DR REAL); the Army Stationing and Installation Plan (ASIP);
facility planning, allowances and requirements analysis systems; and
the Real Property Planning and Analysis System (RPLANS) must also be
indicated in the SF 255. c. Experience in conducting special studies of
automated systems used in master planning and facilities management
systems (Automated Mapping/Facilities Management and Geographic
Information Systems) for both the active and reserve components of the
Army and the ability to provide deliverables in both Intergraph
Microstation or Autocad format is also to be in the SF 255. d. Capacity
to complete work in the required time. e. Past performance on DOD and
other contracts with respect to quality of work, cost control, and
compliance with performance schedules. e. Knowledge and experience in
completing work at locations both domestic and abroad. f. Volume of DOD
contract awards in the last 12 months as described in Note 24. g.
Superior performance evaluations on recently completed DOD contracts.
h. Extent of participation of SB, SDB, historically black collages and
universities, and minority institutions in the proposed contract team,
measured as a percentage of the estimated effort. SUBMISSION
REQUIREMENTS: See Note 24 for general submission requirements. Firms
which are interested and meet the requirements described in this
announcement are invited to submit one completed SF 255, U.S.
Government A/E and Related Services for Specific Projects to the office
shown above. All responses on SF 255 to this announcement must be
received by 30 calendar days after the publication to be considered for
selection. The day following this CBD announcement counts as day number
1. If the 30th day falls on a Saturday, Sunday or a US Government
holiday, the deadline is the close of business on the next Government
business day. It is requested that interested firms list the fee amount
and date of all DOD contracts awarded during the last 12 months to the
firm and all subsidiaries in Block 9 of the SF 255. The business size
status (large, small and/or minority) should be indicated in Block 3
of the SF 255. The business is small if its annual receipts averaged
over the past three fiscal years do not exceed $2.5 million. All
responding firms which do not have a current (within past 12 months) SF
254 on file with the North Pacific Division, Corps of Engineers must
also furnish a completed SF 254. No other information including
pamphlets or booklets is requested or required. No other general
notification to firms under consideration for this project will be made
and no further action is required. This is not a request for
