C -- ARCHITECT AND ENGINEERING SERVICES SOL RFP 570-42-96 DUE 083096 POC Gloria Garcia, Contracting Officer (209) 228-6932 Architect Engineer Services are required for the preparation of Plans and Specifications, including but not limited to Site Investigations, Preliminary Drawings, Working Drawings, Construction Cost Estimates, and related studies, for the Remodel Of Surgical/OR Area, at the Department of Veterans Affairs Medical Center, Fresno, CA. Subject area was constructed in 1953, and have had numerous alterations since. The project includes compliance with Code Requirements for HVAC, Ceiling Materials, Lighting, Electrical, and Plumbing. The A/E firms shall have a Certified Industrial Hygienist (CIH) as part of the design team to assess the existing asbestos, if any, and to address asbestos abatement procedures on the working drawings and specifications, including monitoring the asbestos removal process. All interested firms must have AUTO CAD capabilities. Each interested firm shall be evaluated on the following criteria (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and Technical Competence in the type of work required; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with Government Agencies and Private Industry in terms of Cost Control, Quality of Work, and Compliance with Performance Schedules, and (5) Location in the general geographical area of the project.Consideration is limited to firms having an existing active design production office within a 75 mile radius of the DVA. At least one member of any proposed joint venture must have an existing design production office within the geographic limitation. Joint venture or firm/consultant arrangements will be considered and evaluated on a demonstrated interdependency of the member to provide a quality design effort. Respondents must demonstrate capability to perform 80% of all contract services in existing production offices within the Geographic Limitation.This solicitation is unrestricted and invites full and open competition. Interested firms are to submit SF 254 and 255's by close of business, August 30, 1996. This is not a request for proposal.
