The Internal Revenue Service intends to issue Invitation for Bids (IFB) IRS-96-MS-057 for daily courier service in and around the Chicago metropolitan and suburban areas. This IFB is being issued in accordance with FAR Part 12 policies and procedures for purchase of commercial items/services. This acquisition is 100% set-aside for small businesses. The SIC is 4215, the applicable size standard is $18.5M average annual receipts. Courier services are for pick up and delivery of taxpayer remittances between seven posts of duty and the downtown Chicago district headquarters before noon, and a 9:00 a.m. delivery from the headquarters to the Federal Reserve Bank in Chicago. During December, January, April, June, and September, an additional delivery is needed before 10:00 a.m. from the headquarters to First Chicago Bank in Chicago. All offices are located within Cook, Dupage, Kane, and Lake Counties. Remittances do not contain cash. All bidders must be licensed by the Illinois Commerce Commission, all couriers must be bonded, insurance is required on all vehicles and for reconstruction of any lost or damaged shipments. The proposed contract period includes a base year from October 1, 1996, through September 30, 1997, with four 12 month optional periods. The IFB will be issued on or about September 3, 1996.
