to fill the requirement of the Aviation Reconfigurable Manned Simulator
System (ARMS), a reconfigurable aviation simulator system. The intent
of this announcement is to identify potential suppliers of this
capability and to determine the availability and suitability of
existing commercial and non-developmental items to the the ARMS needs.
The ARMS systems will begin fielding to specific sites and be ready
for training in January 1998. The specific requirements are as follows:
The ARMS will reduce training costs and improve unit readiness; it must
be low-cost ($1M per platform cost goal), reconfigurable, transportable
and be able to sustain and enhance collective training of aviation
missions at the company level. Flexibility is required in a single
training device capable of training collective tasks in a variety of
aircraft and missions. More specifically the ARMS will be a Distributed
Interactive Simulation (DIS) interoperable training system consisting
of networked, reconfigurable platforms/manned-modules. These systems
will interoperate with other combined arms tactical trainersin
combination with Semi-Automated Forces (SAF), computer networks and
protocols, and After-Action Review (AAR) Systems. The
platforms/manned-modules will support the AH-1F, AH-64, OH-58D and
KIOWA Warrior, UH-1H, UH-60A/L, and the CH-47D Army helicopter
platforms. The platforms/manned-modules will support individual and
crew performance of their respective tasks in accomplishing collective
missions. Each Suite will consist of six reconfigurable simulators;
six suites each will be staged from six different sites and transported
to training sites within each region (6 platforms/manned-modules at
sites, total 36 platforms). The simulator system must have adequate
fidelity to provide for training of aviation unit critical collective
tasks. The systems are required to be at least reconfigurable for
side-by-side or tandem aircraft platforms. The ARMS must be capable of
representing the full suite of armament, aircraft survivability
equipment and avionics systems for the Army helicopter platforms. In
responding to this announcement, a Commercial Item is defined as: (a)
any item, other than real property, that is a type customarily used for
nongovernmental purposes and that: (1) has been sold, leased, or
licensed to the general public: (b) any item that evolved from an item
described in (a) of thes definition through advances in technology or
performance and that is not yet available in the commercial
marketplace, but will be available in the commercial marketplace in
time to satisfy the delivery requirements under a Government
solicitation: (c) any item that would satisfy a criterion expressed in
paragraphs (a) or (b) of the defination, but for -- (1) Modifications
of a type customarily available in the commercial marketplace; or (2)
Minor modifications of a type not customarily available in the
commercial marketplace made to meet Federal Government requirements.
''Minor'' modifications means modifications that do not significantly
alter the nongovernmental function or essential physical
characteristics of an item or components, or change the purpose of a
process. Factors to be considered in determining whether a modification
is minor include the value and size of the modification and the
comparative value and size of the final product. Dollar values and
percentages may be used as guideposts, but are not conclusive evidence
that a modification is minor; (d) Any combination of items meeting the
requirements of paragraphs (a), (b), (c), or (e) of this definition
that are of a type customarily combined and sold in combination to the
general public; (e) Installation services, maintenance services,
repair services, training services, and other services if such services
are procured for support of an item referred to in paragraphs (a), (b),
(c), or (d) of this definition, and if the sources of such services -
(1) Offers such services to the general public and the Federal
Government contemporaneously and under similar terms and conditions;
and (2) Offers to use the same work force for providing the Federal
Government with such services as the source uses for providing such
services to the general public; (f) Services of a type offered and sold
competitively in substantial quantities in the commercial marketplace
based on established catalog or market prices for specific tasks
performed under standard commercial terms and conditions. This does not
include services that are sold based on hourly rates without an
established catalog or market price for a specificservice performed;
(g) Any item, combination or items, or service referred to in
paragraphs (a) through (f) notwithstanding the fact that the item,
combination of items, or services is transferred between or among
separate divisions, subsidiaries, or affiliates of a contractor; or (h)
A non-developmental item, if the procuring agency determines the item
was developed exclusively at private expense and sold in substantial
quantities, on a competitive basis, to multiple State and local
governments. A Non-Developmental item is defined as: (1) any previously
developed item of supply used exclusively for governmental pruposes by
the Federal Agency, a State or local government, or a foreign
government with which the United States has a mutual defense
cooperation agreement; (2) any item described in (1) that requires only
minor modification or modifications of the type customarily available
in the commercial marketplace in order to meet the requirements of the
procuring department or agency; or (3) any item described in (1) or
(2) solely because the item is not yet in use. Responses should fall
into one of the following two categories: (1) Commercial and/or
Non-developmental or (2) Non-Commercial and/or Developmental. Category
(1) responses must include the following: brief description of the
system(s) that may meet the commercial and/or non-developmental item
description; list of users of the system; approximate time frame when
the system will be available or sold by intended customer; and any
other pertinent data. Category (2) responses must include the
following: brief description of aviation simulation (especially rotary
wing), brief description of experience supplying military systems or
supply military training systems, brief description of experience with
rotary wing airframes of the six types identified in ARMS, brief
description of experience with DIS interoperability, brief description
of experience with collective training tasks associated with U.S. Army
rotary wing aircraft, brief description of experience in training or
development of military training systems, and brief description of
experience in the development and integration of complex visual systems
for real time simulators. Responses under both categories must provide
the following: Point-of-Contact (POC), Address of company and
pertinent phone numbers, brief history of company, Company size in
relation to SIC Code 3699 (750 employees), whether performance would be
as a prime or subcontractor, and 8(a) graduation date (if applicable).
The Government reserves the right to use this data to set the
potential procurement aside for small businesses or offer it to the
8(a) program. Responses to this notice should be limited to 15 pages
and are requested to be submitted within thirty (30) days of the date
of this notice. Recommend that any cost or pricing data be kept at a
macro level. The Government will not pay for any information received
to this announcement not will the Government compensate any respondent
for any costs incurred in the development of informaltion provided to
the Government. All information will be safeguarded at the appropriate
of confidentiality. All responses to this inquiry will be retained on
a source list for the ARMS solicitation. Responses should be submitted
