The Naval Air Warfare Center Aircraft Division announces its intentions to award an indefinite- delivery indefinite-quantity type contract for engineering and support services for Crew Systems programs to Veda Incorporated of Warminster, PA on a sole-source basis. Justification for the use of other than full and open competition is based on FAR 6.302-1 Only One Responsible Source. The effort will encompass one base year plus four option years establishing a maximum of 40,000 man-hours per year for a total LOE of 200,000 man-hours over a five year period and will utilize the Human-Rated Centrifuge, the Dynamic Flight Simulator and the Small Centrifuge in possession of Veda Incorporated. Tasks under this effort include centrifuge/dynamic flight simulator operations, psychophysiological research studies, crew equipment, crew station and crew performance evaluations and studies. The tasks must be performed in (1) a human-rated centrifuge capable of sustaining a maximum of 40 G with a 1,000 lb. payload and G-onset rate of 13 G per second (2) a Dynamic Flight Simulator combining a three-degree-of-freedom (DOF) human-rated centrifuge with real-time, high fidelity six DOF aerodynamic mathematical models, computer generated real-world imaging system and cockpit displays, realistic aircraft cockpits, and real-time pilot-in-the-loop control capable of duplicating the multi-directional, sustained G-profiles of actual flight and (3) a Small Centrifuge capable of supplying a maximum acceleration of 100 G to 100 LB payload.
