Industrial Supply Center Norfolk, Detachment Washington DC (FISC,
Wash.) has a identified source with the College of American
Pathologists (CAP) of Northfield, IL to provide laboratory proficiency
survey testing, inspection and accreditation on behalf of the National
Naval Medical Center, Bethesda, MD. The proficiency survey testing
program includes a variety of premeasured analytes in various body
fluids that are used to verify the proficiency and competency of
clinical laboratories. The respective laboratory then tests the
specimens and sends the completed results to the Computer Center at the
CAP and receives a printed score. Scores are used to evaluate the
quality of the laboratory's services and to make corrections in
testing, as necessary. Participation in proficiency testing programs is
mandated for accreditation. Accreditation by the CAP is contingent upon
successful participation in proficiency surveys and proven competency
through rigorous onsite inspection. The Office of the Assistant
Secretary of Defense for Health Affairs (OASD(HA)) and the Bureau of
Medicine (BUMED) require all Medical Treatment Facility laboratories to
