To order solicitation package, request in writing to the above address
or FAX to (904) 234-4760. The work includes furnishing all labor,
supervision, equipment, and materials necessary to provide grounds
maintenance services. These services include, but are not limited to,
cutting grass; edging; fertilization; collection and disposal of litter
and trash; cultivation and mulching of shrubbery, hedgerows, and flower
beds; tree and shrub pruning; raking; operation and maintenance of
irrigation systems; pest control; surface drainage inspection and
maintenance; and vacuuming and sweeping of paved areas. The resultant
contract will be a combination firm fixed price and indefinite quantity
service type contract. The contract award will be for a period of
twelve months with four additional option periods not to exceed a total
of 60 months. This is a source selection procurement requiring both
price and technical proposals. Contract award will be based on the Most
Advantageous (Best Value) to the Government, price and other factors
considered. Technical evaluation factors include (1) relevant project
experience, (2) resources, and (3) methods and procedures. The
Government reserves the right to reject any or all proposals at any
time prior to award; to negotiate with any and all proposers; to award
the contract to other than the proposer submitting the proposal
determined to be the most advantageous to the Government. PROPOSERS ARE
ADVISED THAT THE GOVERNMENT MAY AWARD WITHOUT DISCUSSION OR ANY CONTACT
CONCERNING THE PROPOSAL RECEIVED. THEREFORE, PROPOSALS SHOULD BE
SUBMITTED INITIALLY ON THE MOST FAVORABLE TERMS FROM A PRICE AND
TECHNICAL STANDPOINT WHICH THE PROPOSER CAN SUBMIT TO THE GOVERNMENT.
PROPOSERS SHOULD NOT ASSUME THAT THEY WILL BE CONTRACTED OR AFFORDED AN
OPPORTUNITY TO QUALIFY, DISCUSS, OR REVISE THE PROPOSAL. SIC code is
0782 and the size standard is $5,000,000. The proposed procurement is
100% set-aside for small businesses. Item 10, proposal due date, is an
approximate date only. Solicitation documents will be distributed on
