092696 POC Curtis A. Courtney, Contracting Officer, (606) 253-8885. The
Federal Bureau of Prisons, Federal Correctional Institution, Memphis,
TN, has a requirement for an Advanced Occupational Education Program,
to be offered by an accredited college, for approximately 35 full-time
(approximately 16 credits each) inmate students. This program must
lead to an Associates degree in business and commerce technology and/or
related fields. The Contractor must be listed in the directory entitled
''Accredited Institutions of Post-Secondary Education,'' or designated
eligible by the U.S. Department of Education to recieve tuition
assistance funds. The contractor must also be Southern Association of
Colleges and Schools certified in the general field of post-secondary
education (or higher) or certified by a nationally recognized
accreditation association. Classes shall be provided by on-site
instructors at the FCI. The contractor must also provide staff who will
act as coordinator/aide between the contractor facility and FCI
Memphis. The contractor staff will help coordinate applications,
enrollments, book and supply purchases, scheduling of classes,
assigning instructors, transfer of credits, add/drop forms, and
fielding concerns or questions of students pertaining to the college
itself. Contractor staff performing this function shall be available
on-site approximately one or two days per week, based upon institution
need. Due to the nature of this contract, all individuals working
within the institution are required to submit to Security Clearances.
This will be a competitive procurement with award being made to the
offeror determined to be in the best interest of the Government, price
and other factors considered. These other factors are Technical to
include: Quality of Performance, Years Prior Experience/Past
Performance, and Correctional Setting/Related Experience. The price
offered shall be per semester, and be inclusive of the aforementioned
services as well as books, neccesary equipment, and any applicable
fee(s). The contractor shall offer a minnimum of six (6) accredited
courses per semester for two semesters per year. Prices offered will be
per semester. The course titles are to be determined based upon student
needs and with the approval of the Contracting Officer's Technical
Representative. The base year of the contract shall run for twelve
months from the date of award, with four (4) one year option periods
for renewal. Solicitation packages will be mailed out approximately
September 5, with a due date of approximately September 26. It is
anticipated this will result in a Firm-Fixed Price contract. All
responsible sources may submit an offer which will be considered. No
