35 -- TRANSFER SYSTEM SOL BEP-96-39(N) DUE 090696 POC Contact Andy Anderson, Contract Specialist, 202/874-3235. This is a combination synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This RFP is identified as No. BEP-96-39(N) and incorporates provisions and clauses in effect through Federal Acquisition Circular 90-39. This acquisition is set aside 100% for small businesses under SIC code 3535 and has a small business size standard of 500 employees. The contract type will be firm fixed priced. The scope of work will be for the manufacture, delivery, installation, testing and training required for one (1) transfer system (CLIN 01), with an option for a second transfer system (CLIN 02). If required, the option will be exercised within ninety (90) calendar days of contract award. The machine shall have the following characteristics: The transport system shall be suitable for transporting and buffering 3,000-subject and 10,000-subject coils from the coiling machine to a shrink wrap machine. The system shall not damage the coils. A buffer system is required to permit the coiler to continue to operate after other system faults have stopped the packaging operation. The capacity of the buffer shall be sufficient to hold atleast five minutes of production of either size product (coil samples may be inspected on the Bureau of Engraving and Printing (BEP) premises upon request). When the buffer becomes full, the transport system shall automatically off-load excess coils onto a discharge chute suitable for manual transfer. The coil transport system shall handle the coiling machine's production rate (approximately 5,500 3,000-subject coils or 1,650 10,000-subject coils per 6-1/2 hours of running time). The coiling machine delivers coils in batches of 20; each batch is delivered over a 10 second period. Nominal product description is shown in BEP Drawings 3,000,049 and 3,000,059 (offerors may request copies of drawings and attachments by contacting the addresses below). The transport system must index the product in a format required by the BEP's shrink wrap machine (i.e., the coils must be delivered in single file, with positive separation). The transport system shall have adequate electronic logic provisions to handle emergency stops, product overflows and product jams. The equipment shall have strategically placed sensors to detect jams. When a jam is detected, the machine shall automatically stop and not start until it is manually reset. All conveying surfaces shall use low pressure, slip fit accumulator rollers. The transport equipment shall be provided with a movable conveyor section whose design shall be mutually agreed upon. Rollers shall not damage stopped coils. The transport equipment shall be adjustable to the same height as the coiling machine exit conveyor which is approximately 45.7'' (1,161 mm) and shall be able to accept the coils from this conveyor. The discharge conveyor shall be adjustable in height to match the input conveyor of the shrink wrap machine which is approximately 36'' (914 mm). The transport system shall be suitable for stand alone operation and have the capability to start by turning one switch. The transfer system shall fit within allowed floor space and be accesible for maintenance. The system shall be constructed in accordance with the National Electric Code and applicable sections of OSHA and have single point connections for main electricity and compressed air; require 480-volt, three phase electrical power; or 230 volts single phase; a noise level which does not exceed 85 dBA at a distance of 36 inches (914 mm) from any point on the machine at a height of 48'' (1,220 mm) above the floor; and shall require no more than 80psig, 15 scfm compressed air required. The Contractor is required to deliver the transfer system within 120 days of contract award (offerors who propose an accelerated delivery shedule will receive a higher technical ranking for this criteria). The system shall be delivered FOB destination within consignee's premises to the BEP' Shipping and Receiving Department located on D St. between 13th & 14th Sts., S. W., Washington, D. C. 20228-0001. The Contractor is required to contact the BEP's Shipping and Receiving section's appointment hotline (202) 874-2333, at least twenty-four (24) hours in advance to schedule all deliveries. The Contractor shall be responsible for unpacking the machine, installing it in Room D-400 (Main Building), and conducting the Bureau Acceptance Test (BAT) to inspect the machine for compliance with the specifications. The BAT test will include two (2) two-hour production runs to determine if the machine complies with: 1) contractor certification for OSHA compliance, and 2) 85 dBA maximum noise requirement. The machine will also be tested to insure that the following performance requirements are met: 1) five-minute buffer capacity of 3,000-subject coils; 2) five-minute buffer capacity for the 10,000-subject coils; 3) automatic off-load of excess coils onto a table when the buffer is full; 4) indexing of both products and a review of the variable index rate; 5) the height of the coil transport system compatible with the height of the coiling machine exit conveyor as well as the packaging machine infeed; 6) access to equipment, capability to clear jams; 7) verification that coils are not damaged by equipment; 8) ensure that sensors detect jams and automatically stop when a jam is detected; 9) use of low pressure, slip fit accumulator rollers providing stationary rollers on stopped coils; 10) less than 80 psig at 15 scfm compressed air requirements; 11) manufacturer's standard literature consisting of a part's list, wiring diagrams, control program listings, operation and maintenance instructions. After successful completion of the BAT test, the Contractor is responsible for providing a start-up technician to provide two consecutive days (eight (8) hours each day) of training and troubleshooting. The FAR provision at 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition and includes the following addendum: Offerors wanting to observe the BEP's stamp packaging operations should contact Andy Anderson at (202) 874-3235 as soon as possible to schedule a site visit. Offerors are advised to include a completed copy of provisions at FAR 52.212-3, Offeror Representations and Certification--Commercial Items, with their offer. The FAR provision at 52.212-2, Evaluation--Commercial Items is applicable and includes the following addendum: Paragraph (a) is hereby modified to identify the following evaluation factors: 1) conformance with technical requirements; 2) the offeror's proposed delivery schedule; 3) the offorer's qualifications; and 4) the offeror's past performance. In determining which proposal offers the greatest value or advantage to the Government, overall price or cost to the Government will be comparable in importance to overall technical merit. The system's technical requirements will be rated as significantly more important than the offeror's proposed delivery schedule. The offeror's proposed delivery schedule will be less important than the offeror's past performance and qualifications. Between substantially equal proposals, the proposed price or cost will become the determining factor in selection for award. Between proposals with different ratings, a determination will be made as to whether the additional technical merit or benefits reflected by a higher priced proposal warrants payment of the additional price or cost. FAR 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition and includes the following addendum: Paragraph (a) is hereby modified to identify the constructive acceptance period of seven (7) calendar days after completion of the Bureau Acceptance Test (BAT). Offerors who fail to furnish required representations or information, or reject the terms and conditions of the solicitation, may be excluded from consideration. Manufacturer's standard literature consisting of a parts list, wiring diagrams, control program listings, operation and maintenance instructions and the manufacturer's recommended spare parts inventory shall be provided.
