is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The solicitation number is
DAHC90-96-R-0019. This solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 90-38. This is an unrestricted procurement. The contract line
item mumbers (CLIN), items, quantities and units of measure are: CLIN
0001, DTR-6, 6MHz bandwidth, SVHS cassette recorder/reproduce, part
number 596680-0001, 1 each; CLIN 0002, DataTape DTR-6, rackmount kit,
part number 631142-0000, 1 each; CLIN 0003, DataTape DTR-6, remote
control panel RCU-6A (rackmount), part number 631157-0000, 1 each; CLIN
0004, DataTape DTR-6, Time Division Multiplexer (TDM), part number
635070, 1 each; and CLIN 0005, DataTape, Option 3 HI-Gain version, part
number 633578, 1 each. Pricing shall be submitted in accordance with
CLIN structure identified in the above sentence. Delivery and
acceptance: deliver by, September 30, 1996, FOB destination, National
Ground Intelligence Center, Attn: IANG, 220 7th St., NE,
Charlottesville, VA. Final acceptance will be at destination. The
following Federal Acquisition Regulations (FAR) provisions and clauses
apply to this solicitation: 52.212-1, Instructions To
Offerors--Commercial Items (Oct 1995). FAR 52.212-2,
Evaluation--Commerial Items (Oct 1995), with the following evaluation
criteria to be included in paragraph (a): (i) lowest price, (ii)
technical capability of the items offered to meet the Government
requirement, and (iii) past performance. Price and technical capability
are approximately equal in importance. Price and technical capability
are significantly more important than past performance. Evaluation of
the specific evaluation criteria will be base on information submitted
in response to this RFP. For and item to be determined technically
capability, the offeror shall furnish product literature that
demonstrate the item offered meet all of the solicitation requirements.

clause, the following additional DFARS clauses are incorporated as part
of this acquisition: DFARS 252.233-7000, Certification of Claims and
Requests for Adjustment or Relief (10 U.S.C. 2321). DFARS
252.247-74024, Notification of Transportation of Supplies by Sea (10
U.S.C. 2631), DFARS 252.225-7000, Buy American Act-Balance of Payments
Program Payment Program. All Responsible source should submit a
propsal to, U.S. Army Intelligence and Security Command (INSCOM),
Directorate of Contracting Operations, 8825 Beulah Street, Ft. Belvoir,
VA 22060-5246. Proposals shall be received by 1:00pm, August 15, 1996.
