Specialist. (I) This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation. Proposals are being
requested and a written solicitation will not be issued. Any amendments
to this solicitation will be placed only in the CBD. (ii) Solicitation
33-91H2-96 is being issued as a Request for Proposal. (iii) The
solicitation document applies and incorporates provisions and clauses
in effect through Federal Acquisition Circular 90-38. (iv) This
procurement is open to all responsible sources. The SIC code is 3844
and the Size Standard is 500 employees. (v) The item solicited is a
real-time image processing system which is to interface with a PC-PCI
bus plane, but shall have its own, independent video data bus,
operating at 40 MHz or better. The components of this system shall
consist of the following (for identification only Image Technology of
Bedford, MA, part numbers are given, items provided shall be equal or
better) and must be modular to allow addition and removal of these and
additional components at a later date. Item 1. Image acquisition
module 16 bit digital, 20 MHz, AMDIG-16D-HS, quantity 1. Item 2. Image
acquisition module analoque, 25 MHz, 1K buffer, AMVS-1K-HS, quantity
1. Item 3. Interface and image frame buffer, 2 frames, 2MB each
IM-PCI-24D-H-N, Image manager, incl. 2 frames of 2 MB each, and space
for one computational module, quantity 1. Item 4. Image manager to
carry two computational modules with built-in ALU CMP-PCI-CLU-H,
quantity 1. Item 5. Real time histogrammer module CM-HF-H, 6. real-time
morphor CM-MMP-H, quantity 1. Item 7. Programmable TI320 based
real-time computational unit, CM-PA-H, quantity 1. Item 8. All required
video bus connectors, 16-bits wide, quantity 1 lot. Item 9. Full
software and hardware documentation, not including source code, but
including CD code or equivalent, quantity 1 lot. Item 10. Training of
at least three days for one staff member and installation, quantity 1
lot. This list may not be complete as to specifications. Additional
information or product description may be found in Imaging Technology
literature. (vi) All items shall be delivered FOB destination to the
USDA, Agricultural Research Service, Western Regional Research Center,
800 Buchanan Street, Albany, CA 94710, on or before 120 calendar days
from the date of contract award. Inspection and acceptance shall be
performed at the Western Regional Research Center. (vii) The following
FAR provisions apply to this solicitation: 52.212-1,
Evaluation-Instructions to Offerors-Commercial and 52.212-2,
Evaluation-Commercial Items. Evaluation criteria to be included in
paragraph (a) of provision 52.212-2 are as follows: (A) technical
capability of the item offered to meet the Government's requirements;
(B) past performance of the offeror; and (C) price; in descending order
of importance. Technical and past performance, when combined are
significantly more important than price. All offerors are to include
with their offer a completed copy of provision 52.212-3, Offeror
Representations and Certifications. Copies of FAR 52.212-2 and 52.212-3
are available upon request from the Contracting Officer. (viii) The
following FAR clause applies to this acquisition: 52.212-4, Contract

hold prices firm for 90 calendar days from the date specified for
receipt of offers. All offers shall be sent to the USDA, Agricultural
Research Service, Attn: Rita Abeyta, 800 Buchanan Street, Room 2014,
Albany, CA 94710. Faxed offers will not be accepted. All offers are due
by 4:00 pm, local time, Albany, CA on September 13, 1996. (xi) Numbered
