70 -- COURT TRAVEL HELPER SOFTWARE Contact, Henry Weeks, Contracting Officer, 202/273-2701. The Administrative Office of the U.S. Courts intends to negotiate with Washburn & Associates, 2323 S. Troy St., Suite 4-250, Aorora, CO 80014, on a sole basis. Only one responsible source can meet the agency's requirement for modification of the proprietary Court Travel Helper Software provided under Contract USCA-94-C-007. This modification will include a Windows operating system plus enhancements that include: (1) capability for travelers to voucher, multiple same trips (24-hours no lodging) on one voucher, with mixture of subsistence and non-subsistence as well as mixture of M&IE or actual not to exceed M&IE entitlement; (2) develop from PROB17 used by probation officers a generic form that will gather and transfer sufficient daily data back to the SF1012 automatically; (3) capability to handle blanket travel authorizations; (4) provide for generating approximately 5 standard reports from date base files created by the program; (5) provide for the Court Travel Helper administrator to have the capability to update all per diem tables completely or adding/deleting specific locations individually; and (6) provide vouchering module that will allow the use of the lodging/plus subsistence method utilized by the Executive Branch. This notice of intent is not a request for competitive proposals. A determination by the Government to complete this proposed contract action based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Negotiations within Washburn and Associates are anticipated to commence 15 days after the publication of this notice. This synopsis is published for informational purposes only.
