The Northeast Regional Office (NERO) of the National Marine Fisheries Service (NMFS) has a requirement for Contractor to provide one (1) intelligent character recognition (ICR)/optical character recognition (OCR) system. The OCR/ICR system is to process Atlantic Bluefin Tuna (ABT) commercial catch reports and Fishing Vessel Trip Report (FVTR) forms. The Contractor shall redesign the two (2) current forms to OCR/ICR readable formats to collect FVTR and ABT data, design and develop software systems to capture and process these data into an electronic form which is compatible with existing NMFS database systems, provide installation and on-line testing of hardware and software and training of NMFS personnel.
