MISSION CONTROL CENTER (MCC), AT THE NASA JOHNSON SPACE CENTER (JSC)

by Lockheed Martin Space Information Systems (Lockheed Martin) in
support of NASA Johnson Space Center contract NAS9-18300. The draft
Technical Requirement for an Archive System is being released to
industry for review by interested sources. This is not a Request For
Proposal (RFP); it is a Request for Information purposes only as
contemplated by Paragraph 15.405 of the Federal Acquisition Regulation
(FAR). Lockheed Martin, on behalf of NASA Lyndon B. Johnson Space
Center, Houston, TX, is requesting information to identify potential
subcontractors who can provide an ARCHIVE SYSTEM. This is an initial
release of the Archive System requirements as follows: ARCHIVE SYSTEM
(SP-49149) Lockheed Martin Space Information Systems intends to issue
an Archive System RFI to request responsible sources to provide
information to identify potential subcontractors. The Archive System
will provide archive services to the Mission Control Center (MCC)
located at the National Aeronautics and Space Administration (NASA)
Lyndon Johnson Space Center (JSC) in Houston, Texas. The commercial
community will be required to respond with Commercial Off The Shelf
(COTS) when possible and Modified COTS (Mod COTS) or custom when
required to meet the requirements. The Archive System will support the
International Space Station (ISS) and Space Shuttle Program (SPP) by
providing continuous archival coverage of NASA format MCC data such as
systems telemetry data (real time S band and dump streams), command
history, and trajectory. The Archive System will support a worst-case
ingestion of up to 110,000 parameters per second. Up to 5 terabytes per
year of uncompressed archive data must be supported. Data will be
retrieved from these NASA formats upon user requests. The Archive
System must be able to support up to 65 simultaneous users. The data
and control interface to the Archive System will be an existing FDDI
NASA network and will service local users on that network, as will as
external users via firewalls. The responder should submit a solution
providing protocols utilized to support local, as well as external
users, for data retrieval. This request is not a request for formal
proposals. Information submitted in response to the RFI is for
evaluation purposes only and will not impose any obligation, liability,
or cost on the part of Lockheed Martin Space Information Systems.
Respondents may or may not be notified concerning evaluation results of
any information submitted. Potential respondents are encouraged to
download a partial RFI without some attachments from the Internet
(address http://www.westcam.com/NASA_JSC_archive). Requests for the
complete RFI should be submitted to the attention for Frank Pell
(713-335-5075, voice) or (713-335-5070, FAX). Responses to the RFI will
be due by 8/30/96. Information submitted by vendors in response to this
RFI will be used for evaluation purposes only and will not impose any
obligation, liability or cost on the part of Lockheed Martin.

F332P. Proposed solutions and product descriptions regarding
COMMERCIAL-OFF-THE-SHELF software must be limited to currently
available and industry proven products and versions. Lockheed Martin
will not provide any prospective offerors with the comments submitted
by other companies, nor will Lockheed Martin provide prospective
Offerors with the results of our dispositioning, other than through a
formal RFP, which may be issued at a later date. Also, at this time,
Lockheed Martin does not plan to conduct a presolicitation conference
in the event a formal RFP is issued. The following provisions apply to
this RFI: a. This RFI is for planning purposes and as such, Lockheed
Martin does not intent to award a subcontract on the basis of this RFI
or to pay or otherwise reimburse any offeror for any information
received. b. This RFI is issued for the sole purpose of obtaining
information, and suggestions from prospective Offerors. Offerors may or
may not be notified concerning evaluation results of any information
