This is a combined synopsis/solicitation for three (3) Stretch Wrapping Macines ITW MIMA Cobra III or approved equal prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; request for quotations are being requested and a written solicitation will not be issued. The solicitation number is EMV-96-RQ-0025. This solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 39. This procurement is a small business set-aside. If adequate interest is not received from small businesses, the project will be unrestricted without further notice. The SIC code applicable to this RFQ is 3565. The small business size standard is 500. It is anticipated that a firm fixed price order will be awarded. Each item will be required to be delivered to a different location. One machine will be shipped to FEMA TLC-East (REDI Center), Bldg 607, Ft Gillem, GA 30050; one will be shipped to FEMA TLC-Central, GSA Ft Worth Federal Center, 4900 Hemphill St, Southend Warehouse 1/Warehouse 5, Section E; Ft Worth TX 76115; and one will be shipped to FEMA TLC-West; Bldg 144; 1000 Severyne Ave; Moffett Federal Airfield CA 90435. The place of inspection will be the site where the machine is delivered. Delivery required within two to four weeks after award. Specifications for the machines are as follows: ITW MIMA Cobra III Semi-Automatic Overhead Spiral Stretch Wrap System with Column Mount Kit; 20'' Cobra powered pre-stretch system with 250% fixed ratio pre-stretch; automatic load height sensing; individual top and bottom wrap selectors; variable speed to 12 RPM, DC main drive and carriage drive; variable speed DC elevator drive; microprocessor controlled; 115 VAC/1 Phase 60 Hz/15 amp. Electric; 48'' x 48'' x 68'' load capacity; throughout rates up to 25 loads per hour; automatic obstacle sensor photocell; automatic end-of-cycle shutoff; emergency stop bottom; pause function; UL listed control box. Additional accessories include: Lad down floor stand (short legs); Floor stand 1 ft Height extension; main frame extension 6''; 80'' load height. Contractor to provide installation at each site location. Offerors are to include a completed copy of the provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. If quoting other than ITW MIMA Cobra III, submission of descriptive literature is required for this solicitation. Descriptive literature shall be provided detailing the overall dimensions and technical capabilities which shall prove that the items being offered meet the Government's minimum requirements and that the equipment offered is capable of functioning as a complete system as stated in the specifications. The purpose of this requirement is to (1) establish exactly what the bidder proposes to furnish and (2) to provide specifications for the offered products which may not be readily available to the Government. The descriptive literature will be evaluated to the extent of determining before award whether the products offered meet the Government's minimum requirements and are capable of functioning as a complete system. Failure of an offeror to furnish descriptive literature with their offer will result in the offer being considered nonresponsive. Furthermore, descriptive literature which fails to show that the products offered comply with the minimum specifications will result in the offer being considered nonresponsive.
