The University of California, which operates the Los Alamos National Laboratory (LANL) under contract to the U.S. Department of Energy (DOE), is seeking sources with an interest in assisting LANL in developing a prototype satellite-borne rf sensing system called ``V-SENSOR''. In executing this project, LANL will procure complete subsystems and major components from qualified companies. It is desired to acquire either existing applicable hardware or hardware built from established, flight-proven designs. Under this notice, sources are being sought for a flight (micro) processor unit (FPU) to be incorporated into, and to serve as the principal controlling element of, the V-SENSOR system. The primary characteristics and requirements of the FPU are VxWorks operating system; VME or ASCM bus format; 2 Mbyte static RAM for code and data; 1 Mbyte EEPROM for program memory; 1 Mbyte EEPROM for reprogram memory; 16 kbyte startup ROM; 32-bit block transfer capability; floating point hardware; serial interface; multiple interrupt processing capability; configurable as a slave processor; operates as a bus master; programmable clock, to save power; single +5.0 vdc power supply; radiation-hard to 100 krad total dose; latch-up immune; SEU less than 10E-12 errors/bit-day; 12.7 year minimum operational life (15-year goal); 6U VME form factor; 2.5 lbm nominal mass. All materials, parts and processes must be space qualified. In addition, the FPU must have a proven flight heritage. It must necessarily embody upgrade paths for future developments over the anticipated long lifetime of the program that will utilize this sensor. A detailed specification will be released with the RFP. A subcontract is contemplated that will include fabrication, test and delivery of two (2) qualification FPUs, with an option for six (6) additional (``production'') FPUs, and a T&M provision for field support and/or on-call post-launch operational support, as needed. Interested firms are invited to submit details in writing, on or before September 10, 1996, for evaluation to demonstrate their experience and qualifications to provide the desired FPUs. This is not a solicitation for proposals. Qualification statements that do not contain adequate proof of experience may be disqualified. Proprietary information, clearly so identified, will be protected as such. Respondents will not be notified of the results of the evaluation of submittals, but those sources deemed fully qualified will be considered when the RFP is issued. LANL doe not intend to implement a purchase nor award a subcontract on the basis of this request for information, nor otherwise pay for the information solicited. Your qualification statement(s) should not exceed ten pages exclusive of resumes and brochures. No letters, postcards, or telephone requests for the future solicitation package will be accepted.
