The Western Governors' Association requires assistance on a project designed to explore new institutional relationships and regulatory policies for managing air quality in the west. This project will focus on three major areas: 1) alternative institutional arrangements for streamlining air quality management in the west without sacrificing environmental objectives. This will also examine alternative institutional arrangements to provide greater focus and improved coordination on major regional air quality issues, and to address issues of common concern for local air quality; 2) opportunities to implement alternative approaches to air quality regulation, including those which rely on economic incentives and performance-based approaches; and 3) strategies that comprehensively address other major contributing sources of regional and local pollution.
